How much has child labor increased in recent years?<\/p>\n\n\n\n<p>Between 2015 and 2022, the number of children employed in violation of child labor laws in the U.S. tripled from 1,012 to 3,876.&nbsp;Most minors in these exploitative work situations are migrant children who have fled violence and poverty in their home countries to pursue better circumstances.<\/p>\n\n\n\n<p>Keep reading to learn what&#8217;s behind this increase in child labor violations in the U.S.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">The Problem With Child Labor in the U.S.<\/h2>\n\n\n\n<p>Last month, Packers Sanitation Services, a company that employs workers to clean food processing plants, <a href=\"https:\/\/www.kcur.org\/news\/2023-02-17\/child-labor-packers-sanitation-services-meatpacking-plants-in-kansas-and-nebraska-pays-maximum-fine\" target=\"_blank\" rel=\"noreferrer noopener\">paid a $1.5 million fine<\/a> for hiring 102 children to work at meatpacking factories in eight states. Children\u2019s work included using caustic chemicals to clean processing equipment like <a href=\"https:\/\/allpowerinc.com\/product\/head-splitter\/\" target=\"_blank\" rel=\"noreferrer noopener\">headsplitters<\/a>, <a href=\"https:\/\/www.aboutmechanics.com\/what-is-a-back-saw.htm\" target=\"_blank\" rel=\"noreferrer noopener\">backsaws<\/a>, and other <a href=\"https:\/\/www.nytimes.com\/2022\/11\/11\/business\/child-labor-meatpacking-plants.html?searchResultPosition=4\" target=\"_blank\" rel=\"noreferrer noopener\">grinding machines and electric knives<\/a>. Some, working overnight shifts, suffered <a href=\"https:\/\/www.nytimes.com\/2023\/02\/17\/business\/child-labor-packers-sanitation.html?searchResultPosition=3\" target=\"_blank\" rel=\"noreferrer noopener\">burns from the chemicals<\/a>\u2014which are strong enough to corrode pipes.\u00a0<a href=\"https:\/\/www.npr.org\/2023\/02\/26\/1157368469\/child-labor-violations-increase-states-loosen-rules\" target=\"_blank\" rel=\"noreferrer noopener\">Child labor in the U.S. has been on the rise since 2015<\/a>, following a years-long decline. In the seven years that followed, the number of children employed in violation of child labor laws tripled from 1,012 to 3,876\u2014and the number working in hazardous occupations like meatpacking and construction <a href=\"https:\/\/www.washingtonpost.com\/business\/2023\/02\/17\/child-labor-meatpacking-department-of-labor\/\" target=\"_blank\" rel=\"noreferrer noopener\">rose by 93 percent<\/a>.\u00a0<\/p>\n\n\n\n<p>The child labor problem stretches across a range of industries in every U.S. state. The minors most often confronting these perils are <a href=\"http:\/\/osec20230227\" target=\"_blank\" rel=\"noreferrer noopener\">migrant children who have fled violence and poverty in their home countries<\/a> to pursue better opportunities\u2014the vast majority of whom don\u2019t have a parent here.<\/p>\n\n\n\n<p>What\u2019s behind the rise of child labor violations in the U.S.? In this article, we&#8217;ll take a deeper look to examine this question.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-resurgence-in-child-labor\">The Resurgence in Child Labor<\/h3>\n\n\n\n<p>The rise in U.S. child labor sources, in part, from a surge of children crossing the Southern U.S. border in recent years.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>In 2022, <\/strong><a href=\"https:\/\/www.nytimes.com\/2023\/02\/25\/us\/unaccompanied-migrant-child-workers-exploitation.html?searchResultPosition=2\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>130,000 unaccompanied children entered the U.S.<\/strong><\/a>\u2014three times the number in 2017 and a record high\u2014many <a href=\"https:\/\/www.nytimes.com\/2023\/02\/27\/us\/biden-child-labor.html\" target=\"_blank\" rel=\"noreferrer noopener\">desperate to earn and send money back home to family<\/a>, pay back thousands of dollars in smuggling fees, and pay rent and living expenses to U.S. sponsors.<\/li><\/ul>\n\n\n\n<p>Advocates assert that <strong>government agencies have been <\/strong><a href=\"https:\/\/www.nytimes.com\/2023\/02\/25\/us\/unaccompanied-migrant-child-workers-exploitation.html?searchResultPosition=2\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>overwhelmed by the surge and turned a blind eye<\/strong><\/a><strong> to the child labor problem<\/strong> <strong>in the U.S.<\/strong>, fueling it further.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Caseworkers from the Office of Refugee Resettlement (ORR)\u2014the division of the Department of Health and Human Services (HHS) responsible for finding U.S. sponsors to protect unaccompanied migrant children from exploitation and trafficking\u2014say they\u2019ve been under intense pressure from the Biden administration to rapidly push the children out of shelters and into sponsors\u2019 homes, and that HHS has <strong>ignored clear signs of labor exploitation<\/strong>.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>In a 2021 memo, ORR managers expressed concerns about an <strong>apparent increase in child labor trafficking and pressure from the Administration to prioritize the quick\u2014<\/strong><strong><em>not safe<\/em><\/strong><strong>\u2014discharge of migrant children to sponsors<\/strong>.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Inadequate sponsor vetting has triaged more migrant children into precarious home and work situations<\/strong>. HHS caseworkers say that some sponsors have turned migrant children\u2019s resettlement into a business, using social media to recruit them to the U.S., then charging them rent and living expenses when they arrive\u2014increasing pressure on them to work.&nbsp;<\/li><\/ul>\n\n\n\n<p>If the surge of migrant children has stretched the capacity of the federal government,<strong> it\u2019s been a boon for big business in a tight labor market<\/strong>. Ford, General Motors, Walmart, Target, and J. Crew are just some of the companies recently exposed for employing children.&nbsp;<\/p>\n\n\n\n<p>Experts say that children appeal to large companies during <a href=\"https:\/\/www.washingtonpost.com\/business\/2023\/02\/17\/child-labor-meatpacking-department-of-labor\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>worker shortages<\/strong><\/a> because they plug a gap. Also, they\u2019re <a href=\"https:\/\/www.npr.org\/2023\/02\/26\/1157368469\/child-labor-violations-increase-states-loosen-rules\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>inexpensive and compliant<\/strong><\/a>. Subcontractors hired to employ workers for large companies contribute to the child labor problem in the U.S. by <a href=\"https:\/\/www.nytimes.com\/2023\/02\/25\/us\/unaccompanied-migrant-child-workers-exploitation.html?searchResultPosition=2\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>failing to verify workers\u2019 ages<\/strong><\/a>.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How Did We Get Here?&nbsp;<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.dol.gov\/agencies\/whd\/fact-sheets\/43-child-labor-non-agriculture#:~:text=The%20Hazardous%20Occupations%20Orders%20(HO,their%20health%20or%20well%2Dbeing.\" target=\"_blank\" rel=\"noreferrer noopener\">Fair Labor Standards Act of 1938<\/a> prohibits children from working (a) if they\u2019re under 14 (b) past 7 p.m. on school days if they\u2019re 14 and 15 and (c) in hazardous occupations\u2014including cleaning equipment in meatpacking facilities.<\/p>\n\n\n\n<p>But enforcing the law has proven challenging for Department of Labor (DOL) inspectors, who say their offices are so understaffed that they <a href=\"https:\/\/www.nytimes.com\/2023\/02\/25\/us\/unaccompanied-migrant-child-workers-exploitation.html?searchResultPosition=2\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>lack the capacity to respond to, let alone initiate investigations of, offenders<\/strong><\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Some argue that the 2008 William Wilberforce Trafficking Victims Protection Reauthorization Act heightened the child labor problem by <a href=\"https:\/\/nymag.com\/intelligencer\/2023\/02\/labor-shortages-child-labor-migrants.html\" target=\"_blank\" rel=\"noreferrer noopener\">inadvertently incentivizing desperate parents to send their children to the U.S., in hopes that they\u2019ll find work and send home remittances<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Why is child labor in the U.S. on the rise?
