McMaster paints the North Korean government as the most oppressive regime in the world and possibly the most dangerous due to its leader Kim Jong-un\u2019s desire to acquire nuclear weapons. McMaster explains how a history of conflicting diplomatic strategies has led to the current untenable situation. He argues that coordination of America&#8217;s allies in the region is the answer to the burning question of how to deal with North Korea.<\/p>\n\n\n\n<p>Korea\u2019s modern woes go back to the end of World War II, when the north and south were occupied by the Soviet Union and the U.S., respectively. After the stalemate of the Korean War, South Korea\u2019s economy boomed while the North languished under three generations of dictators. With the North Korean people living in abject poverty, the U.S. and South Korea held out hope for decades that the northern regime would eventually collapse. It has not, and has only become more aggressive under Kim Jong-un, who has continually advanced his nuclear ambitions. The U.S. has inconsistently used economic sanctions to apply pressure on the Kim regime, while South Korea has sought reconciliation by proffering economic aid to the North.<\/p>\n\n\n\n<p>(Shortform note: Publicly, <a href=\"https:\/\/koreapeacenow.org\/wp-content\/uploads\/2019\/03\/A-History-of-Relations-Between-the-United-States-and-North-Korea.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">North Korea has long gone back and forth<\/a> on its intentions to develop nuclear weapons, <a href=\"https:\/\/www.wilsoncenter.org\/event\/revisiting-history-north-korea-and-nuclear-weapons\" target=\"_blank\" rel=\"noreferrer noopener\">which began as early as the 1950s<\/a>. However, in 1985, North Korea signed <a href=\"https:\/\/www.un.org\/disarmament\/wmd\/nuclear\/npt\/\" target=\"_blank\" rel=\"noreferrer noopener\">the UN\u2019s nonproliferation treaty<\/a>. In 1991, the U.S. withdrew most of its own nuclear weapons from the region. President Bill Clinton\u2019s conciliatory deal to halt North Korea\u2019s arms program <a href=\"https:\/\/www.washingtonpost.com\/news\/fact-checker\/wp\/2017\/08\/09\/history-lesson-why-did-bill-clintons-north-korea-deal-fail\/\" target=\"_blank\" rel=\"noreferrer noopener\">didn\u2019t take the form of an actual treaty<\/a> and was later criticized by President George W. Bush, who <a href=\"https:\/\/www.nytimes.com\/2002\/11\/14\/world\/bush-administration-halts-payments-to-send-oil-to-north-korea.html\" target=\"_blank\" rel=\"noreferrer noopener\">cut off the supply of oil to the country<\/a>. This also proved ineffective, and <a href=\"https:\/\/www.cnn.com\/2013\/10\/29\/world\/asia\/north-korea-nuclear-timeline---fast-facts\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">North Korea conducted its first nuclear test<\/a> in October 2006.)<\/p>\n\n\n\n<p>McMaster says that neither hard nor soft economic strategies have worked. Kim Jong-un resents South Korea because of its <a href=\"https:\/\/www.shortform.com\/blog\/health-of-an-economy\/\">economic strength<\/a>, but he doesn\u2019t dare open North Korea to the world lest he undermine his family\u2019s grip on power. What\u2019s needed to halt North Korea\u2019s aggression is a coordinated effort toward economic and technological isolation of the country by the U.S., South Korea, Japan, and even China. Such an alliance will be difficult to achieve because of the region\u2019s historic animosities\u2014between Japan and South Korea, and between different generations within South Korea toward the U.S. itself. Most important of all is making China understand that a nuclear North Korea would be a danger to them as well.<\/p>\n\n\n\n<p>(Shortform note: For decades, <a href=\"https:\/\/www.heritage.org\/asia\/commentary\/the-brutal-resilience-kim-jong-uns-regime\" target=\"_blank\" rel=\"noreferrer noopener\">North Korea has defied expectations<\/a> about the sustainability of its dictatorial government. Some of its modern resilience is due to <a href=\"https:\/\/www.38north.org\/2021\/02\/the-fallacy-of-north-korean-collapse\/\" target=\"_blank\" rel=\"noreferrer noopener\">the North Korean government&#8217;s efforts since 2018 to bolster its economy<\/a> that, while not growing, maintains an internal status quo. Though McMaster touts sanctions as an effective tool against the Kim regime, they haven\u2019t been successful at <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/sanctions-fail-halt-north-koreas-accelerating-weapons-programs-2022-11-04\/\" target=\"_blank\" rel=\"noreferrer noopener\">halting North Korea\u2019s weapons development<\/a>. In the shadow of North Korea\u2019s <a href=\"https:\/\/www.shortform.com\/blog\/threat-of-nuclear-war\/\">nuclear threats<\/a>, South Korea has declared its willingness <a href=\"https:\/\/carnegieendowment.org\/2022\/08\/15\/south-korea-s-decapitation-strategy-against-north-korea-has-more-risks-than-benefits-pub-87672\" target=\"_blank\" rel=\"noreferrer noopener\">to target its military capabilities at Kim Jong-un personally<\/a> as a deterrent against North Korean aggression.)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Why is North Korea such a threat to the world?
