McMaster identifies five &#8220;hot spots&#8221;\u2014points of conflict between the U.S. and other parts of the world. These are China, Russia, Afghanistan, the Middle East, and North Korea.<\/p>\n\n\n\n<p>Keep reading for McMaster&#8217;s assessment of the growing threat of China, including China&#8217;s economic warfare.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-growing-threat-of-china\">The Growing Threat of China<\/h2>\n\n\n\n<p>Whereas Russia hearkens back to the relatively recent age of Soviet supremacy, the leaders of the Chinese Communist Party (CCP) are driven to return their nation to the era when China was the center of the world. CCP Chairman <a href=\"https:\/\/www.shortform.com\/blog\/kevin-rudd-xi-jinping\/\">Xi Jinping<\/a> is leading a primarily economic effort to shift global power back into China\u2019s hands while promoting its authoritarian government model as an alternative to what Chinese leaders perceive as democracy\u2019s weaknesses. In his discussion of the growing threat of China, McMaster describes China\u2019s vision for the world and the three-pronged form of economic warfare it\u2019s conducting to make that vision a reality.<\/p>\n\n\n\n<p>While Mao Zedong\u2019s <a href=\"https:\/\/www.britannica.com\/event\/Cultural-Revolution\" target=\"_blank\" rel=\"noreferrer noopener\">Cultural Revolution<\/a> did much to erase Chinese history, the CCP\u2019s current leadership has gone to great lengths to embrace it\u2014in particular, China\u2019s <a href=\"https:\/\/www.shortform.com\/blog\/imperialism-history\/\">imperial history<\/a> in which neighboring countries were treated as subservient. In this interpretation, the period of domination by Europe and America is viewed as a historical hiccup that it\u2019s China\u2019s duty to correct. This message of natural Chinese superiority isn\u2019t just directed at the outside world but is sold to the Chinese people as well, reinforced by China\u2019s booming economy and held in place by social surveillance, lack of free speech, and repressive crackdowns on minority groups.<\/p>\n\n\n\n<p>(Shortform note: Historically, <a href=\"https:\/\/education.nationalgeographic.org\/resource\/imperial-chinas-dynasties\" target=\"_blank\" rel=\"noreferrer noopener\">China has had many imperial \u201cgolden ages\u201d<\/a> stretching back to at least 1600 BCE. It was during <a href=\"https:\/\/www.britannica.com\/topic\/Han-dynasty\/Cultural-achievements-of-the-Han-dynasty\" target=\"_blank\" rel=\"noreferrer noopener\">the four centuries of Han dynasty rule<\/a> that much of Chinese ideology was developed and <a href=\"https:\/\/education.nationalgeographic.org\/resource\/silk-road\" target=\"_blank\" rel=\"noreferrer noopener\">trade was established along the Silk Road to the West<\/a>. Chinese self-rule <a href=\"https:\/\/www.worldhistory.org\/Yuan_Dynasty\/\" target=\"_blank\" rel=\"noreferrer noopener\">was disrupted by the Mongols from 1271-1368<\/a>. The last ruling dynasty, <a href=\"https:\/\/alphahistory.com\/chineserevolution\/manchu-qing-dynasty\/\" target=\"_blank\" rel=\"noreferrer noopener\">the Qing, weren\u2019t ethnic Chinese at all,<\/a> but rather members of the minority Manchu people. The Qing dynasty was severely weakened by the British during the <a href=\"https:\/\/www.britannica.com\/topic\/Opium-Wars\" target=\"_blank\" rel=\"noreferrer noopener\">Opium Wars<\/a>, which left them vulnerable to <a href=\"https:\/\/scalar.usc.edu\/works\/usm-open-source-history-text-the-world-at-war-world-history-1914-1945\/introduction-to-china-between-qing-collapse-and-wwii\" target=\"_blank\" rel=\"noreferrer noopener\">overthrow by revolutionaries seeking a more modern form of government<\/a>.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-china-s-economic-warfare\">China\u2019s Economic Warfare<\/h3>\n\n\n\n<p>In order to transform China into the world\u2019s economic axis, McMaster asserts that <strong>the CCP uses a combination of infrastructure spending, <a href=\"https:\/\/www.shortform.com\/blog\/predatory-mortgage-lending\/\">predatory lending<\/a>, and industrial espionage <\/strong>to reach its goals. The Chinese government implements the first two of these strategies with the <a href=\"https:\/\/www.investopedia.com\/terms\/o\/one-belt-one-road-obor.asp\" target=\"_blank\" rel=\"noreferrer noopener\">One Belt One Road<\/a> (OBOR) initiative. OBOR funnels vast amounts of money into foreign infrastructure development, including improvements to ports and transportation by which imports and exports flow to and from China. These infrastructure projects come with many strings attached, such as high interest rates, political concessions, and bribes paid to high-ranking officials. McMaster argues that One Belt One Road becomes a form of economic colonialism that China then uses to elbow the U.S. and its allies out of world markets.<\/p>\n\n\n\n<p>(Shortform note: <a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/IF\/IF11735\" target=\"_blank\" rel=\"noreferrer noopener\">In order to compete with One Belt One Road<\/a>, the U.S. Congress passed <a href=\"https:\/\/www.brookings.edu\/blog\/future-development\/2018\/07\/10\/how-the-build-act-advances-development\/\" target=\"_blank\" rel=\"noreferrer noopener\">the BUILD Act<\/a> in 2018 and created the <a href=\"https:\/\/www.dfc.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Development Finance Corporation (DFC)<\/a>. Under the BUILD Act\u2019s mandate, <a href=\"https:\/\/www.csis.org\/analysis\/build-act-has-passed-whats-next\" target=\"_blank\" rel=\"noreferrer noopener\">the DFC facilitates private sector investment and technical assistance<\/a> in developing countries around the world. <a href=\"https:\/\/www.dfc.gov\/media\/press-releases\/dfc-marks-largest-year-more-74-billion-committed-fy-2022\" target=\"_blank\" rel=\"noreferrer noopener\">In 2022, the DFC dedicated over $7 billion<\/a> to projects such as renewable energy development in Asia, farming in Africa, and protecting businesses and infrastructure in eastern Europe that were impacted by the war in Ukraine.)<\/p>\n\n\n\n<p>Another arm of China\u2019s economic warfare is the Military-Civil Fusion project, which enlists Chinese companies and citizens in the intelligence-gathering process. Through Military-Civil Fusion, the CCP appropriates foreign technology and intellectual property, which it uses to undercut foreign competitors and bolster China\u2019s military capabilities. This process feeds into the Made in China 2025 program to establish <a href=\"https:\/\/www.shortform.com\/blog\/big-tech-monopolies\/\">tech monopolies<\/a> inside the Chinese market.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: McMaster\u2019s warnings on the topic of IP theft aren\u2019t new. <a href=\"https:\/\/www.forbes.com\/sites\/miltonezrati\/2022\/07\/05\/biden-seems-no-more-able-than-his-predecessors-to-stop-beijings-technology-thefts\/?sh=235977e62d26\" target=\"_blank\" rel=\"noreferrer noopener\">Every U.S. president since Ronald Reagan<\/a> has attempted to halt China\u2019s technological espionage, to no avail. Now, more private corporations have become well aware of China\u2019s aggressive pursuit of intellectual property. In 2019, 20% of U.S. companies <a href=\"https:\/\/www.cnbc.com\/2019\/02\/28\/1-in-5-companies-say-china-stole-their-ip-within-the-last-year-cnbc.html\" target=\"_blank\" rel=\"noreferrer noopener\">claimed their data was stolen by Chinese competitors<\/a>. A cybercrime report in 2022 exposed <a href=\"https:\/\/www.cbsnews.com\/news\/chinese-hackers-took-trillions-in-intellectual-property-from-about-30-multinational-companies\/\" target=\"_blank\" rel=\"noreferrer noopener\">a vast campaign of intellectual property theft<\/a> by a state-sponsored group of Chinese nationals collectively known as <a href=\"https:\/\/www.fbi.gov\/wanted\/cyber\/apt-41-group\" target=\"_blank\" rel=\"noreferrer noopener\">APT 41<\/a>.)<\/p>\n\n\n\n<p>McMaster points out that China\u2019s economy is now so large that outside companies, even those in the U.S., are financially coerced to not criticize the Chinese government\u2014even in their home countries\u2014in order to do business there.<\/p>\n\n\n\n<p>(Shortform note: The American film industry serves as a case study for the CCP using its economic power to extend its censorship to the US. As China\u2019s standard of living increased, its enormous film market became <a href=\"https:\/\/www.businessinsider.com\/what-chinas-box-office-dominance-means-for-hollywood-2021-4\" target=\"_blank\" rel=\"noreferrer noopener\">an essential source of income for many movie studios<\/a>. In <a href=\"https:\/\/www.penguinrandomhouse.com\/books\/611545\/red-carpet-by-erich-schwartzel\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Red Carpet<\/em><\/a>, Erich Schwartzel claims that because of their <a href=\"https:\/\/www.shortform.com\/blog\/maturity-continuum-7-habits\/\">dependence<\/a> on Chinese audiences, American studios <a href=\"https:\/\/www.bbc.com\/news\/entertainment-arts-53676789\" target=\"_blank\" rel=\"noreferrer noopener\">deliberately avoid producing films on issues that would displease the CCP<\/a>, such as protests in Hong Kong or China\u2019s treatment of religious minorities. However, beginning in 2022, <a href=\"https:\/\/www.cnn.com\/2022\/07\/08\/media\/hollywood-china-censors-box-office-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. filmmakers began to push back against Chinese restrictions<\/a>, producing high-profile films such as <a href=\"https:\/\/www.nbcnews.com\/news\/world\/taiwan-cheers-top-gun-maverick-defying-chinese-censors-rcna31571\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Top Gun: Maverick<\/em><\/a> that weren\u2019t expected to get past Chinese censors.)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What&#8217;s China&#8217;s vision for the world?
