The uptick in remote and hybrid work during the Covid pandemic has kept many workers out of the office for years, and the longer the space remains vacant, the greater the prospect that cities will lose millions in tax revenue\u2014and their behinds along with it. Converting office to residential space could resolve the glut <em>and<\/em> a housing shortage\u2014but there\u2019s a hitch: cost and logistics.<\/p>\n\n\n\n<p>The numbers paint a stark picture:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.businessinsider.com\/remote-work-gutted-city-downtowns-office-real-estate-apocalypse-2022-12\" target=\"_blank\" rel=\"noreferrer noopener\">Just 47% of office space is occupied today, compared with 95% pre-pandemic<\/a>.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>A National Bureau of Economic Research (NBER) report estimated that by the end of 2022, <a href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w30292\/w30292.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">30% of all full-time work would be done from home<\/a>.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Between the end of 2022 and January 2023, <a href=\"https:\/\/www.wsj.com\/articles\/office-owners-already-reeling-from-remote-work-now-face-recession-risk-in-2023-11672710408\" target=\"_blank\" rel=\"noreferrer noopener\">the average weekly return-to-office rate in the 10 major metropolitan areas leveled out at just below 50%<\/a>.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w30526\/w30526.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Office values fell 45% in 2020 and are likely to remain at 39% below pre-pandemic levels, which could lead to loss of $453 billion in property values<\/a>\u2014a critical source of municipal revenues.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-how-vacant-space-leads-cities-into-a-vicious-downward-cycle\">How Vacant Space Leads Cities Into a Vicious Downward Cycle&nbsp;<\/h3>\n\n\n\n<p>Experts say that <strong>left unresolved, the office space glut will continue to have a corrosive effect on large metropolitan hubs<\/strong>, leading to<a href=\"https:\/\/www.businessinsider.com\/remote-work-gutted-city-downtowns-office-real-estate-apocalypse-2022-12\" target=\"_blank\" rel=\"noreferrer noopener\"> less foot traffic, less use of public transit, and more empty storefronts<\/a>. When cities have less foot traffic and real estate use, they have reduced tax revenue and sales receipts for small businesses, which negatively impacts their budgets.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-converting-office-to-residential-has-its-challenges\">Converting Office to Residential Has Its Challenges<\/h3>\n\n\n\n<p>Experts say that while commercial real estate demand has plummeted, <a href=\"https:\/\/www.businessinsider.com\/remote-work-gutted-city-downtowns-office-real-estate-apocalypse-2022-12\" target=\"_blank\" rel=\"noreferrer noopener\">residential market demand and housing costs have skyrocketed<\/a>, and that the natural solution to the coinciding crises is converting unused offices into residential space. This would reduce pressure on the <a href=\"https:\/\/www.shortform.com\/blog\/current-housing-market\/\">housing market<\/a> and draw people back into cities\u2019 cores\u2014a win-win. At the local level, cities should eliminate burdensome local code ordinances, offer grants, and adapt tax codes to make conversions more appealing. Federal initiatives should include providing tax credits to developers to convert office space and supporting city planners to help them navigate the process.&nbsp;<\/p>\n\n\n\n<p>Converting city centers from office centered-life to residential dwellings would also require officials, policymakers, and other stakeholders to think differently about the value that metropolitan hubs can offer\u2014from the vantage point of the residents they hope to draw in.
