These assumptions provide an objective measure for evaluating climate policies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-temperature-the-proxy-for-climate-change\">Temperature: The Proxy for Climate Change<\/h3>\n\n\n\n<p>For Bjorn Lomborg, climate change is best understood by looking at temperature. He asserts that <strong>temperature is the best proxy for climate change<\/strong>. Admittedly, climate change has numerous effects: It leads to floods, droughts, and <a href=\"https:\/\/www.shortform.com\/blog\/why-are-sea-levels-rising\/\">rising sea levels<\/a>. But, these effects are connected to one factor: temperature.\u00a0<\/p>\n\n\n\n<p>(Shortform note: Although temperature is the main measurement of climate change, <a href=\"https:\/\/scied.ucar.edu\/learning-zone\/how-climate-works\/direct-measurements-climate\" target=\"_blank\" rel=\"noreferrer noopener\">scientists use a variety of other measures<\/a>. For example, they measure average wind speed and direction to evaluate <a href=\"https:\/\/www.shortform.com\/blog\/is-the-weather-getting-more-extreme\/\">extreme weather<\/a> events, and they measure precipitation to see further impacts on the climate.)<\/p>\n\n\n\n<p>Lomborg agrees with the scientific consensus that temperatures rise because of CO<sub>2<\/sub> in the atmosphere. Since CO<sub>2<\/sub> lets more heat into the atmosphere while blocking its escape, it increases temperature. Further, because fossil fuels\u2014like coal, oil, and gas\u2014emit CO<sub>2<\/sub> when burned, using them increases global temperatures. Beyond fossil fuels, <a href=\"http:\/\/www.ces.fau.edu\/nasa\/module-4\/causes\/sources-carbon-dioxide.php#:~:text=Carbon%20dioxide%20is%20added%20to,and%20the%20production%20of%20cement.\" target=\"_blank\" rel=\"noreferrer noopener\">CO<sub>2<\/sub> can also enter the atmosphere via natural processes<\/a>, like forest fires or decaying animals.<\/p>\n\n\n\n<p>(Shortform note: Besides CO<sub>2<\/sub>, <a href=\"https:\/\/www.cga.ct.gov\/2006\/rpt\/2006-R-0290.htm\" target=\"_blank\" rel=\"noreferrer noopener\">other \u201cgreenhouse gases\u201d contribute to rising temperatures<\/a>. These include methane, nitrous oxide, and hydrofluorocarbons. However, CO<sub>2<\/sub> is <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=1390#:~:text=While%20CO2%20accounts%20for,nearly%2020%25%20of%20the%20total.\" target=\"_blank\" rel=\"noreferrer noopener\">responsible for over 80%<\/a> of the U.S.\u2019s greenhouse gas emissions.)<\/p>\n\n\n\n<p>However, global temperature depends on the atmosphere\u2019s <em>total <\/em>CO<sub>2<\/sub> levels. Consequently, Lomborg observes that <strong>reducing emissions won\u2019t necessarily reduce global temperature<\/strong>; rather, it will reduce the <em>rate <\/em>that temperature increases. And, although oceans and forests reduce our annual carbon emissions by about 50% by absorbing CO<sub>2<\/sub>, there\u2019s still increasingly more carbon in the atmosphere each year.<\/p>\n\n\n\n<p>(Shortform note: Because the CO<sub>2<\/sub> emitted in the past remains in the atmosphere until it\u2019s absorbed by oceans and forests, global warming wouldn\u2019t cease even if we stopped carbon emissions entirely. Even if that were to happen, scientists estimate that <a href=\"https:\/\/stao.ca\/what-would-happen-to-the-climate-if-we-stopped-emitting-greenhouse-gases-today\/#:~:text=So%20even%20if%20carbon%20emissions,to%20this%20as%20committed%20warming.\" target=\"_blank\" rel=\"noreferrer noopener\">global temperature would still rise by 1.1\u00b0F<\/a> by 2060.)<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-the-magicc-model\">The MAGICC Model<\/h4>\n\n\n\n<p>To model the effects of CO<sub>2<\/sub> on global temperature, Lomborg cites the Model for the Assessment of Greenhouse Gas Induced Climate Change (MAGICC), which United Nations\u2019s (UN) climate scientists rely on. This model evaluates different possible emissions outputs, depending on the steps we take to reduce fossil fuels, to predict increases in temperature by 2100.<\/p>\n\n\n\n<p>Using MAGICC, Lomborg observes that <strong>the \u201cmiddle of the road\u201d scenario\u2014which sees no drastic emissions cuts\u2014results in an increase of 7.4\u00b0F by 2100<\/strong>, compared to preindustrial times. So, 7.4\u00b0F is the benchmark Lomborg uses to assess proposed climate policies.<\/p>\n\n\n\n<p>(Shortform note: A <a href=\"https:\/\/www.worldbank.org\/content\/dam\/Worldbank\/document\/Full_Report_Vol_2_Turn_Down_The_Heat_%20Climate_Extremes_Regional_Impacts_Case_for_Resilience_Print%20version_FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2012 report by the World Bank<\/a> provides more concrete projections of what would happen if the temperature rises by 4\u00b0C (7.2\u00b0F) by 2100. For example, they claim that the sea level will rise by about one meter, which would put many low-lying regions underwater and make others uninhabitable. Moreover, the increase in CO<sub>2<\/sub> that the oceans absorb will increase ocean acidification, which will cause many coral reefs to start dissolving. Finally, regions like Amazonia could see a 100% increase in forest fires by 2050 alone.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-gross-domestic-product-the-proxy-for-prosperity\">Gross Domestic Product: The Proxy for Prosperity<\/h3>\n\n\n\n<p>Next, Lomborg asserts that <strong>gross domestic product (GDP) is the best proxy for prosperity<\/strong>. In short, GDP measures the total value of goods and services in a given society.&nbsp;<\/p>\n\n\n\n<p>Although GDP doesn\u2019t measure every aspect of prosperity\u2014like health, education, and life satisfaction\u2014it\u2019s highly correlated with those aspects. For example, higher GDP means there\u2019s more money to invest in healthcare or schools. In general, increased GDP means more flourishing citizens.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>What GDP Misses: The Value of Human Life<\/strong><br><br>While GDP captures many measures of prosperity, it doesn\u2019t reflect the inherent value of human life itself. Further, because <a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/climate-change-and-health#:~:text=Climate%20change%20affects%20the%20social,malaria%2C%20diarrhoea%20and%20heat%20stress.\" target=\"_blank\" rel=\"noreferrer noopener\">climate change could cause an additional 250,000 deaths<\/a> per year by 2050, evaluating climate policies solely in terms of GDP could lead us to underestimate the weight of these deaths.<br><br>In particular, some have argued that <a href=\"https:\/\/andrewmbailey.com\/HowValuablePerson.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">human life is <em>infinitely valuable<\/em><\/a>: There\u2019s no finite value that a human life is worth. Because every human life is equally valuable, they reason that this equality would be an unbelievable coincidence if our value were finite. For example, it\u2019s implausible that every human life is worth some arbitrary sum\u2014say, $4,322,000. Rather, if our lives are equally valuable, it makes sense that they\u2019re infinitely valuable.&nbsp;<br><br>If it\u2019s true that human lives are infinitely valuable, climate policy calculations become messier. For instance, suppose a policy would increase global GDP by $500 billion, but cause 500 deaths to rising temperatures. While Lomborg might recommend the policy on the basis of increased GDP, it\u2019s unclear whether <em>any <\/em>amount of GDP is worth the 500 lives lost.&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>However, Lomborg observes that GDP and temperature are directly proportional: As GDP rises, countries emit more CO<sub>2<\/sub> as they move from industries like agriculture to manufacturing, and as their citizens gain wealth they spend more on goods and services, which leads to more emissions. Conversely, many policies that reduce carbon emissions result in lower GDP, since countries have to switch from cheaper energy sources, like fossil fuels, to more expensive alternatives, like solar energy.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: Although increased GDP has a <a href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/fenvs.2022.934885\/full#:~:text=The%20results%20confirm%20the%20existence,change%20in%20CO2%20emissions.\" target=\"_blank\" rel=\"noreferrer noopener\">statistically significant correlation<\/a> with increased carbon emissions, other studies observe that, as per capita income increases in wealthy countries,<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/0921800995000453\" target=\"_blank\" rel=\"noreferrer noopener\"> the <em>rate <\/em>of increased emissions typically decreases<\/a>.
