Social media companies have taken steps to end state-sponsored trolling, but some say it isn&#8217;t enough.<\/p>\n\n\n\n<p>Keep reading to learn more about what troll farms are and why they&#8217;re harmful.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-troll-farms-explained\">Troll Farms\u2014Explained<\/h2>\n\n\n\n<p>While government propaganda is nothing new, technology has made it easier for countries to spread disinformation, harass critics, and influence the outcome of elections. One report reveals that <a href=\"https:\/\/www.dw.com\/en\/report-fake-news-and-trolls-lead-to-fall-in-global-internet-freedom\/a-41373282\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>30 out of 65 countries make use of state-sponsored trolling<\/strong><\/a><strong>\u2014governments paying people to peddle a misleading narrative en masse<\/strong>. They\u2019re able to do this with the help of <strong>troll farms<\/strong>, also known as troll factories or troll armies\u2014but what are troll farms, exactly?<\/p>\n\n\n\n<p>In this article, we\u2019ll discuss what troll farms are, how they operate, why they\u2019re harmful, and what can be done to fight them.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-troll-farms-101\">Troll Farms 101<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.accessnow.org\/solve-problem-like-troll-armies\/\" target=\"_blank\" rel=\"noreferrer noopener\">Troll farms<\/a> are <strong>professional groups of people who create fake online profiles to populate social media and internet forums<\/strong> with a predetermined message\u2014for example, praising a particular politician or attacking someone critical of the government. They work in coordinated fashion by sharing or commenting on each other\u2019s posts, giving the illusion of a widely held point of view. <strong>In some cases, trolling is a <\/strong><a href=\"https:\/\/www.latimes.com\/politics\/story\/2019-11-19\/troll-armies-routine-in-philippine-politics-coming-here-next\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>service offered by legitimate advertising and public relations firms<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<p>This kind of trolling works especially well on Facebook, which has nearly 3 billion users and an algorithm that rewards popular (but not necessarily factual) content by pushing it onto more people\u2019s news feeds. The troll farms\u2019 tactics have been so successful that, leading up to the 2020 election, <a href=\"https:\/\/www.technologyreview.com\/2021\/09\/16\/1035851\/facebook-troll-farms-report-us-2020-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">their content reached 140 million U.S. users per month<\/a>.&nbsp;<\/p>\n\n\n\n<p>Troll farms typically aren\u2019t driven by politics but by economics; <a href=\"https:\/\/www.axios.com\/2021\/04\/13\/trolls-misinformation-facebook-twitter-iran\" target=\"_blank\" rel=\"noreferrer noopener\">they\u2019re often located in developing countries<\/a> where labor is cheap and people are ready and willing to take on paid work. The work involves tasks like creating fake profiles or <a href=\"https:\/\/interaksyon.philstar.com\/trends-spotlights\/2022\/05\/11\/217024\/troll-farm-workers-radio-caller-salary-campaign\/\" target=\"_blank\" rel=\"noreferrer noopener\">buying old Facebook accounts<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2018\/02\/17\/a-former-russian-troll-speaks-it-was-like-being-in-orwells-world\/\" target=\"_blank\" rel=\"noreferrer noopener\">working 12-hour shifts, and posting over 100 comments a day<\/a>. Since troll farms may operate outside of the countries they target, <a href=\"https:\/\/www.bbc.com\/news\/technology-43093390\" target=\"_blank\" rel=\"noreferrer noopener\">workers might also spend time studying and refining their writing style<\/a> so that they appear to be locals.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-which-governments-use-trolling\">Which Governments Use Trolling?<\/h3>\n\n\n\n<p>By sharing misleading posts and leaving hundreds of comments a week, trolls aren\u2019t just being annoying\u2014<strong>they\u2019re weakening democracies<\/strong>. Their behavior interferes with citizens\u2019 access to legitimate information, enables self-serving politicians to stay in power, silences opposition, and promotes divisiveness.&nbsp;<\/p>\n\n\n\n<p>Some examples of governments that have used troll farms are:<\/p>\n\n\n\n<p><strong>Russia: <\/strong><a href=\"https:\/\/www.heinz.cmu.edu\/media\/2018\/October\/troll-farms-and-fake-news-social-media-weaponization\" target=\"_blank\" rel=\"noreferrer noopener\">Russian troll farms often employ a divide-and-conquer tactic<\/a>\u2014as early as 2014, <a href=\"https:\/\/www.accessnow.org\/solve-problem-like-troll-armies\/\" target=\"_blank\" rel=\"noreferrer noopener\">trolls were already pitting Russia against Ukraine<\/a> to aid in Russia\u2019s annexation of Crimea. Russian trolls also pose as Americans and post inflammatory comments on hot-button issues like gun control and immigration, getting Americans to turn on each other.<\/p>\n\n\n\n<p>The most widely known Russian troll farm is the <a href=\"https:\/\/intelligence.house.gov\/social-media-content\/\" target=\"_blank\" rel=\"noreferrer noopener\">Internet Research Agency<\/a> (IRA), which was found to have interfered in the 2016 presidential election. <a href=\"https:\/\/spyscape.com\/article\/inside-the-troll-factory-russias-internet-research-agency\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. Cyber Command reportedly dismantled the troll farm<\/a> in 2018, but it\u2019s unknown whether it continues to operate surreptitiously.&nbsp;<\/p>\n\n\n\n<p><strong>Philippines: <\/strong>Former president <a href=\"https:\/\/www.business-standard.com\/article\/international\/philippines-troll-in-chief-duterte-admits-hiring-defenders-during-polls-117080900172_1.html\" target=\"_blank\" rel=\"noreferrer noopener\">Rodrigo Duterte admits to using a troll army<\/a> during his 2016 presidential campaign to spread positive messages about him and negative messages about his opponents; he subsequently awarded his most popular trolls with government positions. Pro-Duterte trolls also <a href=\"https:\/\/www.nytimes.com\/2019\/02\/22\/opinion\/maria-ressa-facebook-philippines-.html\" target=\"_blank\" rel=\"noreferrer noopener\">harassed Maria Ressa<\/a>, a Nobel Prize-winning journalist whose news company was critical of the Duterte government.&nbsp;<\/p>\n\n\n\n<p>His successor, <a href=\"https:\/\/time.com\/6174739\/bongbong-marcos-election-philippines\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ferdinand Marcos Jr., similarly won the 2022 presidential election with the help of viral\u2014and deceptive\u2014social media posts<\/a>, which sought to <a href=\"https:\/\/newsinfo.inquirer.net\/1068051\/troll-armies-wage-history-war-to-push-marcos-comeback\" target=\"_blank\" rel=\"noreferrer noopener\">revise history<\/a>, rehabilitate the Marcos name (his father was a deposed dictator), and paint his main opponent as incompetent.<\/p>\n\n\n\n<p><strong>India: <\/strong>A former troll describes how \u201csocial media volunteers\u201d were given <a href=\"https:\/\/www.bloomberg.com\/features\/2018-government-sponsored-cyber-militia-cookbook\/\" target=\"_blank\" rel=\"noreferrer noopener\">several Facebook accounts and mobile phones to attack opponents of prime minister Narendra Modi<\/a>. Their <a href=\"https:\/\/www.theguardian.com\/world\/2016\/dec\/27\/india-bjp-party-ordering-online-abuse-opponents-actors-modi-claims-book\" target=\"_blank\" rel=\"noreferrer noopener\">social media campaigns reportedly escalated into hate speech<\/a> and rape and death threats.&nbsp;<\/p>\n\n\n\n<p><strong>Ecuador: <\/strong>Leaked papers reveal that a <a href=\"https:\/\/www.bloomberg.com\/features\/2018-government-sponsored-cyber-militia-cookbook\/\" target=\"_blank\" rel=\"noreferrer noopener\">PR firm proposed charging the Ecuadorian government a monthly fee to run a \u201ctroll center\u201d<\/a> that would neutralize anti-government narratives online. Other documents show that the country\u2019s own intelligence personnel were involved in trolling journalists and political opponents.<\/p>\n\n\n\n<p><strong>Venezuela: <\/strong>People could <a href=\"https:\/\/www.bloomberg.com\/features\/2018-government-sponsored-cyber-militia-cookbook\/\" target=\"_blank\" rel=\"noreferrer noopener\">sign up to become trolls at Candanga Points<\/a>, or government-sanctioned booths set up in town squares, in exchange for food coupons. Trolls\u2019 tasks included spreading negative messages on the Telegram messaging app about President Empresas Polar\u2019s critics.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-steps-to-end-trolling\">Steps to End Trolling<\/h3>\n\n\n\n<p>In recent years, social media companies have stepped up their efforts to take down trolls. For example, since 2018, <a href=\"https:\/\/si.ma\/fb-cib\/\" target=\"_blank\" rel=\"noreferrer noopener\">Facebook has been releasing regular coordinated inauthentic behavior (CIB) reports<\/a>\u2014its <a href=\"https:\/\/about.fb.com\/news\/2022\/09\/removing-coordinated-inauthentic-behavior-from-china-and-russia\/\" target=\"_blank\" rel=\"noreferrer noopener\">September 2022 report<\/a> highlights the removal of two unrelated networks from China and Russia, spreading disinformation about the war in Ukraine, among other topics.&nbsp;<\/p>\n\n\n\n<p>However, such efforts may not be enough. One Facebook employee-turned-whistleblower argues that <a href=\"https:\/\/www.vox.com\/recode\/2022\/9\/6\/23333517\/frances-haugen-code-meta-facebook-whistleblower\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>the company still hasn\u2019t really changed the way it does business<\/strong><\/a>\u2014largely <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/state-of-the-union-facebook-frances-haugen-b2026192.html\" target=\"_blank\" rel=\"noreferrer noopener\">acting in the interest of profit<\/a>\u2014and that CEO <a href=\"https:\/\/www.vox.com\/recode\/2022\/9\/6\/23333517\/frances-haugen-code-meta-facebook-whistleblower\" target=\"_blank\" rel=\"noreferrer noopener\">Mark Zuckerberg doesn\u2019t hold himself accountable<\/a>. (For his part, Zuckerberg denies the whistleblower\u2019s allegations that Facebook puts profit over the public good, while adding that the <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/state-of-the-union-facebook-frances-haugen-b2026192.html\" target=\"_blank\" rel=\"noreferrer noopener\">government needs new internet regulations<\/a>.)<\/p>\n\n\n\n<p>Given the volume of disinformation coming from around the world, simply relying on <a href=\"https:\/\/stratcomcoe.org\/publications\/how-social-media-companies-are-failing-to-combat-inauthentic-behaviour-online\/33\" target=\"_blank\" rel=\"noreferrer noopener\">social media companies to recognize and take down every suspicious page that crops up is unrealistic<\/a>. Thus, we must consider what else can be done to fight troll farms.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Enact Laws to Prevent the Coordinated Spread of Disinformation:<\/strong> One expert stresses the need for <a href=\"https:\/\/time.com\/5944432\/how-to-fight-disinformation-online\/\" target=\"_blank\" rel=\"noreferrer noopener\">strong laws in three areas<\/a>: personal data (which is fodder for social media\u2019s algorithm), antitrust (introducing more competition to give social media companies greater <a href=\"https:\/\/www.shortform.com\/blog\/what-is-incentive-meaning-and-definition-economics\/\">incentive<\/a> to serve quality content to users), and content liability (making social media companies more accountable).<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Improve Digital Literacy: <\/strong>Schools could educate students (and companies can educate employees), <a href=\"https:\/\/www.heinz.cmu.edu\/media\/2018\/October\/troll-farms-and-fake-news-social-media-weaponization\" target=\"_blank\" rel=\"noreferrer noopener\">giving them the tools to be more aware of disinformation<\/a> and more discriminating when it comes to what they see on their news feeds.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Develop More Sophisticated Programs to Hunt Trolls:&nbsp;<\/strong>Governments and organizations can consider working with a third party like <a href=\"https:\/\/innovationorigins.com\/en\/trollrensics-the-weapon-against-troll-armies-on-the-internet\/\" target=\"_blank\" rel=\"noreferrer noopener\">Trollrensics<\/a>, which uses data mining to track and dismantle troll armies. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Consider \u201cPositive Trolling\u201d:&nbsp;<\/strong>While many advertising and PR firms work on changing the narrative for political clients, some have made it their mission to <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/why-crafty-internet-trolls-in-the-philippines-may-be-coming-to-a-website-near-you\/2019\/07\/25\/c5d42ee2-5c53-11e9-98d4-844088d135f2_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">counter the disinformation through \u201cpositive trolling\u201d<\/a> (also known as \u201cwhite trolling\u201d).<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>What are troll farms?
