He identifies five characteristics that a state has: a strong central authority, a stratified class system, a complex religion, a composition based on territory, and the centralized and exclusive control of police and military forces.<\/p>\n\n\n\n<p>Let&#8217;s take a look at the definition and the features of a state, according to Fukuyama.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-definition-of-a-state\">Definition of a State<\/h2>\n\n\n\n<p>A strong state is fundamental to <em>any<\/em> form of government. It\u2019s entirely possible to have a strong, stable government with no rule of law or accountability. But, without a strong state, a country remains a collection of disparate groups with no real political unity. Before we review Fukuyama&#8217;s features of a state, we&#8217;ll define what is meant by &#8220;state.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Defining Terms: What Is a State?<\/strong><br><br>Defining a \u201cstate\u201d is challenging. Terms like \u201cstate,\u201d \u201cgovernment,\u201d \u201ccountry,\u201d and \u201cnation\u201d are used somewhat interchangeably in everyday conversation. Also, within political science, experts disagree on the exact definitions of these terms. For the sake of clarity, here\u2019s how we use these terms in this guide:<br><br>\u2022 <strong>State:<\/strong> As mentioned earlier, a state is an organization that wields centralized legal power over a defined territory.<br>\u2022 <strong>Government:<\/strong> A government consists of the <a href=\"https:\/\/education.nationalgeographic.org\/resource\/resource-library-forms-government\" target=\"_blank\" rel=\"noreferrer noopener\">specific bodies and institutions<\/a> through which a state exercises its power.<br>\u2022 <strong>Country:<\/strong> <a href=\"https:\/\/www.cs.mcgill.ca\/~rwest\/wikispeedia\/wpcd\/wp\/c\/Country.htm\" target=\"_blank\" rel=\"noreferrer noopener\">A country is a specific geographical territory<\/a> with defined political borders.<br>\u2022 <strong>Nation:<\/strong> A nation is a grouping of people <a href=\"https:\/\/archive.globalpolicy.org\/nations\/nation\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener\">defined by shared cultural factors<\/a> such as language, religion, or history.<br><br>Sometimes, all four of these terms apply to a single entity. For example, <em>France<\/em> consists of the French <em>state<\/em>, whose power is shared between a president, prime minister, and various representative bodies that make up the <em>government<\/em>, which in turn rules over a defined territory (the <em>country<\/em>) that\u2019s populated by the French people (the <em>nation<\/em>).<br><br>But not all political situations are so straightforward. For example, the United Kingdom is a <em>state<\/em> made up of four <em>countries<\/em> (and <em>nations<\/em>)\u2014England, Northern Ireland, Scotland, and Wales\u2014that come together to form a single <em>government<\/em>. Meanwhile, according to a 2006 resolution in the Canadian Parliament, <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2021\/05\/28\/quebec-canada-nation-legault-constitution\/\" target=\"_blank\" rel=\"noreferrer noopener\">the people of Qu\u00e9bec form a distinct <em>nation<\/em><\/a> within the <em>country<\/em> of Canada (a nation that\u2019s still subject to the Canadian <em>state<\/em> and <em>government<\/em>).<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-features-of-a-state\">Features of a State<\/h2>\n\n\n\n<p>Fukuyama outlines several distinctive features of a state:<\/p>\n\n\n\n<p><strong>1) <\/strong><strong>A strong central authority<\/strong> such as a monarch, president, or prime minister. A state is organized around this central figure, whereas tribes retain the decentralized, familial structures also found in kinship groups.<\/p>\n\n\n\n<p>(Shortform note: Though Fukuyama doesn\u2019t explicitly say so, we can infer that state formation also coincides with <a href=\"https:\/\/www.shortform.com\/app\/book\/the-elephant-in-the-brain\/1-page-summary#we-em-cheat-em-at-social-games\" target=\"_blank\" rel=\"noreferrer noopener\">a shift from norms to laws as a means of governing behavior<\/a>. In <a href=\"https:\/\/www.shortform.com\/app\/book\/the-elephant-in-the-brain\/1-page-summary\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The Elephant in the Brain<\/em><\/a>, Simler and Hanson explain that <em>norms<\/em> are standards that are collectively enforced by group members, whereas <em>laws<\/em> are rules that are enforced by a central authority, such as a monarch or her government officials. The authors argue that in early human societies, norms actually resisted any one person seizing control of the group\u2014presumably, with the emergence of the state, those anti-authoritarian norms gave way to an acceptance of centralized order.)<\/p>\n\n\n\n<p><strong>2) <\/strong><strong>A stratified class system<\/strong><strong> <\/strong>consisting of the leader, an elite <a href=\"https:\/\/www.shortform.com\/blog\/dominant-caste\/\">ruling class<\/a>, and any number of hierarchical divisions below these groups. In general, states introduce inequalities that aren\u2019t present in tribal societies.<\/p>\n\n\n\n<p>(Shortform note: Fukuyama doesn\u2019t explain <em>why<\/em> states tend to stratify, but one possible explanation has to do with division of labor. In <a href=\"https:\/\/shortform.com\/app\/book\/sapiens\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Sapiens<\/em><\/a>, Harari argues that <a href=\"https:\/\/shortform.com\/app\/book\/sapiens\/chapter-3#the-few-things-were-pretty-sure-of\" target=\"_blank\" rel=\"noreferrer noopener\">when humans lived in foraging bands, people probably didn\u2019t have specialized roles<\/a>\u2014everyone had to know basic skills like how to make and mend tools or heal injuries. But tribal societies divided into at least two classes\u2014farmers and warriors. Similarly, Harari suggests that <a href=\"https:\/\/shortform.com\/app\/book\/sapiens\/chapter-6#the-fiction-of-the-political-order\" target=\"_blank\" rel=\"noreferrer noopener\">as tribal societies grew bigger, the need for improved organization and planning led to the emergence of a ruling class<\/a> to direct the rest of society. The stratification and specialization found in modern states may simply be an extension of these early specializations.)<\/p>\n\n\n\n<p><strong>3) <\/strong><strong>More complicated religion and a separate clerical class<\/strong>. These more advanced forms of religion often serve to legitimize the political order (for example, by proclaiming that a monarch is ordained by God). Meanwhile, the move away from ancestor worship contributes to the depersonalization of the state as compared to the tribe.<\/p>\n\n\n\n<p>(Shortform note: In <a href=\"https:\/\/shortform.com\/app\/book\/homo-deus\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Homo Deus<\/em><\/a>, Harari argues that <a href=\"https:\/\/shortform.com\/app\/book\/homo-deus\/chapter-4#developing-meaning-through-religion\" target=\"_blank\" rel=\"noreferrer noopener\">this advancement of religious belief resulted from the invention of writing<\/a>. He explains that religious texts (as opposed to oral traditions) allowed for more complex <a href=\"https:\/\/www.shortform.com\/blog\/your-belief-system\/\">belief systems<\/a> as well as the standardization of religious beliefs and practices across large populations. These advancements allowed the new religions to unify and impose structure on much larger and more diverse populations than earlier tribal religions could.)<\/p>\n\n\n\n<p><strong>4) <\/strong><strong>Composition based on territory rather than kinship<\/strong><strong>.<\/strong> Whereas tribes are built around an extended sense of family, states are impersonal. They\u2019re defined by borders rather than by ancestry.<\/p>\n\n\n\n<p>(Shortform note: Similarly, political theorist Anna Stilz argues that <a href=\"https:\/\/scholar.princeton.edu\/sites\/default\/files\/Stilz_Ethics_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">states aren\u2019t based on shared cultural identity\u2014ancestral or otherwise\u2014but on territorial jurisdiction<\/a>, which includes the right to define and control the borders of a territory. In fact, Stilz argues that national identity (that is, a sense of a \u201cpeople\u201d with a shared cultural and political identity) exists only <em>after<\/em> the inhabitants of a territory have been ruled by a state for a time.)<\/p>\n\n\n\n<p><strong>5) Centralized and exclusive control of police and military forces<\/strong>. When a territory is divided among several tribes, each tribe retains its own decentralized bands of warriors in order to defend its interests. In a state, the military directly serves the central government rather than individual warlords. This allows a state to enforce its laws and defend and expand its borders.<\/p>\n\n\n\n<p>(Shortform note: Fukuyama\u2019s description of a modern state is an expansion of sociologist Max Weber\u2019s definition of the same. Fukuyama acknowledges this influence from Weber, but never actually gives Weber\u2019s definition. In a 1919 essay, Weber defined a state as an entity that <a href=\"https:\/\/open.oregonstate.education\/sociologicaltheory\/chapter\/politics-as-a-vocation\/\" target=\"_blank\" rel=\"noreferrer noopener\">holds a monopoly on the legitimate use of physical force<\/a>.
