What&#8217;s causing the &#8220;democratic recession&#8221;?<\/p>\n\n\n\n<p>According to experts, some of today\u2019s world leaders are beginning to chip away at <a href=\"https:\/\/www.shortform.com\/blog\/democratic-norms\/\">democratic norms<\/a>. Labeled as authoritarians, these leaders threaten to end democracy by feeding into societal dissatisfaction with the political climate.<\/p>\n\n\n\n<p>Keep reading to learn why the end of democracy could be on the horizon and what the future holds.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">What&#8217;s Chipping Away at Democracy?<\/h2>\n\n\n\n<p>In a <a href=\"https:\/\/freedomhouse.org\/report\/freedom-world\/2022\/global-expansion-authoritarian-rule\">2022 report<\/a>, research and advocacy group Freedom House asserts that the world is in its 16th year of a \u201c<strong>democratic recession<\/strong>\u201d that has the potential to spur the end of democracy. Many countries are veering away from democratic ideals and leaning toward more autocratic norms\u2014and it\u2019s largely due to <strong>a new breed of leaders: elected authoritarians.<\/strong><\/p>\n\n\n\n<p>According to Freedom House, 60 countries suffered a decline in freedom in the past year, and only about 20% of countries can now be classified as \u201cFree.\u201d <a href=\"https:\/\/freedomhouse.org\/countries\/freedom-world\/scores\">The rest are considered either \u201cPartly Free\u201d or \u201cNot Free.\u201d<\/a> While many \u201cpartly free\u201d countries are still technically democracies where citizens can vote, Freedom House argues that democracy entails more than just holding elections. A truly democratic country must also have a government that is held accountable with checks and balances and that respects the rights and equality of its people.<\/p>\n\n\n\n<p>Gideon Rachman, author of <a href=\"https:\/\/www.penguinrandomhouse.com\/books\/705318\/the-age-of-the-strongman-by-gideon-rachman\/\"><em>The Age of the Strongman: How the Cult of the Leader Threatens Democracy Around the World<\/em><\/a>, argues that <a href=\"https:\/\/www.abc.net.au\/radionational\/programs\/bigideas\/can-democracy-resist-the-strongmen\/13973680\">it\u2019s not just <em>a<\/em> trend but <em>the<\/em> dominant political trend<\/a>: <strong>Strongman-led countries include the two most populous in the world (India and China) and in Latin America (Mexico and Brazil)<\/strong> as well as four out of five members of the United Nations Security Council (China, Russia, the US under Trump, and the UK under Boris Johnson).&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Why do some experts warn that the new authoritarians are leading their countries towards the end of democracy?<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">New Authoritarians<\/h3>\n\n\n\n<p>In the past, it was easy to spot authoritarians\u2014they used brute force and blatant fascism to concentrate power. But today\u2019s strongmen have learned from the mistakes of ousted autocrats and recognize that subtlety is the best strategy for longevity and impunity. According to some observers, they threaten the end of democracy by <strong>maintaining only a veneer of democracy while stealthily furthering their own agendas<\/strong>\u2014for example, <a href=\"https:\/\/foreignpolicy.com\/2009\/10\/13\/what-is-a-gongo\/\">they\u2019ve set up organizations masquerading as citizen groups<\/a> lobbying for their government on the international stage.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-a-sense-of-dissatisfaction\">A Sense of Dissatisfaction<\/h3>\n\n\n\n<p>While not necessarily losing faith in democratic ideals, many are dissatisfied with democracy in their own countries. According to research by Cambridge University\u2019s Centre for the <a href=\"https:\/\/www.shortform.com\/blog\/future-of-democracy\/\">Future of Democracy<\/a>, <a href=\"https:\/\/www.cam.ac.uk\/system\/files\/youth_and_satisfaction_with_democracy.pdf\">millennials are especially disillusioned<\/a>. This may be a result of \u201ctransition fatigue\u201d in places like Latin America, Africa, and southern Europe. <strong>The end of democracy appeals to younger generations who didn\u2019t have to fight for their freedom and have no memory of what it\u2019s like without it<\/strong>; at the same time, they\u2019re experiencing inequality and unemployment first-hand in what is supposed to be a functioning democracy.<\/p>\n\n\n\n<p>In relatively young democracies, <strong>there may be no solid understanding of what a democracy actually is<\/strong>. One example is <a href=\"https:\/\/www.gmfus.org\/news\/when-people-elect-strongman-rule\">Hungary, which transitioned to democracy in 1989<\/a>. Having been ruled by strongmen in the past, Hungarians have no model of a democratic leader, which allowed prime minister Viktor Orb\u00e1n to define the role on his own terms. He <a href=\"https:\/\/www.nbcnews.com\/news\/world\/viktor-orban-cpac-trump-gop-hungary-leader-rcna40199\">changed the Constitution<\/a> to help him gain control of the legislative and judiciary, <a href=\"https:\/\/rsf.org\/en\/viktor-orb%C3%A1n-s-regime-continues-crush-media-pluralism-hungary\">shut down opposing voices<\/a>, and promote anti-immigration policies that many see as racist.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>And in other countries, people calling for the end of democracy may have <a href=\"https:\/\/www.pbs.org\/newshour\/show\/how-authoritarianism-has-spread-since-the-coronavirus-pandemic-began\">grown tired of democratic processes<\/a>\u2014the endless debates, arguments, and consensus-seeking\u2014<a href=\"https:\/\/www.abc.net.au\/news\/2022-07-24\/in-the-contest-autocracy-and-democracy-where-is-liberalism\/101262534\">preferring the single-mindedness and swift, decisive actions of authoritarians<\/a>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Does the Future Hold?<\/h2>\n\n\n\n<p>Observers disagree on how long this trend will last\u2014while some believe it to be a slippery slope that could ultimately lead to the end of democracy if left unchecked, others contend that strongman rule is unstable and thus bound to collapse. The problem, as Rachman points out in <em>The Age of the Strongman<\/em>, is that <a href=\"https:\/\/www.abc.net.au\/radionational\/programs\/bigideas\/can-democracy-resist-the-strongmen\/13973680\">there will be much turmoil before that happens<\/a>. And even though democracies may not be devolving into full-scale autocracies, the danger is that <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13510347.2019.1582029\">countries that suffer democratic blows typically don\u2019t recover quickly<\/a>.<\/p>\n\n\n\n<p>To reverse the trend towards ending democracy, Freedom House says that it\u2019s crucial to <a href=\"https:\/\/freedomhouse.org\/report\/freedom-world\/2022\/global-expansion-authoritarian-rule\">increase international coordination and develop policies<\/a> that strengthen democratic systems and safeguard the freedoms and well-being of each country\u2019s people. But more than developing policies, experts believe that <strong>it may be time to rethink democracy.<\/strong> They note that merely holding elections every few years is an outdated model as it doesn\u2019t lead to an accurate representation of the will of the people, particularly on divisive issues. It\u2019s necessary to revisit democratic institutions and systems that were established in the 19th century and restructure them to meet today\u2019s challenges.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A New Kind of Democracy?<\/h3>\n\n\n\n<p>One possible change is to move toward a <strong>deliberative democracy<\/strong>, which enables citizens to become active participants in democratic processes beyond elections. This can be done through <strong>citizens\u2019 assemblies, where a representative group of civilians can weigh in on issues that affect the population<\/strong>. For example, the <a href=\"https:\/\/www.involve.org.uk\/resources\/blog\/opinion\/citizens-assembly-behind-irish-abortion-referendum\">Irish parliament commissioned a citizens\u2019 assembly<\/a> to deliberate on major issues affecting the Irish people, including abortion. After six months, the assembly recommended repealing an abortion ban. Ireland subsequently held a referendum, and the Irish people voted in favor of the recommendation.<\/p>\n\n\n\n<p>Another way to avoid the end of democracy is by addressing <a href=\"https:\/\/www.abc.net.au\/radionational\/programs\/bigideas\/can-democracy-resist-the-strongmen\/13973680\">\u201cdemocratic myopia\u201d<\/a>\u2014the short-term thinking that comes from having short electoral cycles. This can be done by <strong>forming offices for future generations that champion issues like climate change and population growth<\/strong>. Such issues would have profound effects on citizens who are yet to be born and necessarily require <a href=\"https:\/\/www.shortform.com\/blog\/how-to-think-long-term\/\">long-term thinking<\/a>. (<a href=\"https:\/\/www.theguardian.com\/world\/2019\/mar\/02\/meet-the-worlds-first-future-generations-commissioner\">Wales appointed its first future generations commissioner<\/a> in 2019.)<\/p>\n\n\n\n<p>These suggestions and the current political climate indicate that we shouldn\u2019t take democracy for granted\u2014<a href=\"https:\/\/www.pbs.org\/newshour\/show\/how-authoritarianism-has-spread-since-the-coronavirus-pandemic-began\">it can only survive if we actively work on it<\/a>, reform it, and find more ways for citizens to be involved.
