He was born in Santiniketan, India in 1933, and was a child when the Bengal Famine ravaged much of his homeland. Sen went on to earn his Ph.D. from the University of Cambridge in 1959, and he has taught in the United Kingdom at the London School of Economics and Oxford University, in addition to his native India. In 1998, Sen was awarded the Nobel Prize in Economic Sciences for his \u201c<a href=\"https:\/\/www.nobelprize.org\/prizes\/economic-sciences\/1998\/sen\/facts\/\">contributions to welfare economics<\/a>\u201d including his work on poverty, famines, and social choice.<\/p>\n\n\n\n<p>Sen has written or edited more than <a href=\"https:\/\/news.harvard.edu\/gazette\/story\/1998\/10\/amartya-k-sen-wins-1998-nobel-prize-in-economics\/\">20 books and 200 scholarly articles<\/a>, primarily in philosophy and economics. Knopf<\/a> and Oxford University Press. It&#8217;s based on a series of five lectures Sen delivered to the World Bank in 1996.<\/p>\n\n\n\n<p>Sen has devoted his career to the study of poverty. <em>Development as Freedom<\/em> reflects Sen\u2019s interest in both economic philosophy and empirical research and combines moral and economic arguments.<\/p>\n\n\n\n<p>Portions of <em>Development as Freedom<\/em> are a response to two of the 20th century\u2019s most influential books on political philosophy: Robert Nozick\u2019s <a href=\"https:\/\/www.amazon.com\/dp\/B06XCF7RY1\/ref=dp-kindle-redirect?_encoding=UTF8&amp;btkr=1\"><em>Anarchy, State, and Utopia<\/em><\/a><em> <\/em>(1974), and John Rawls\u2019 <a href=\"https:\/\/www.bloomsbury.com\/us\/rawlss-a-theory-of-justice-9781441171078\/\"><em>A Theory of Justice<\/em><\/a><em> <\/em>(1971).<\/p>\n\n\n\n<p>Sen draws on portions of these and other works to articulate his \u201cdevelopment as freedom\u201d approach.<\/p>\n\n\n\n<p>He also relies on his and his colleagues\u2019 decades of empirical analysis of global poverty, famines, and women\u2019s issues. He uses this evidence to show the practical importance of freedom to social progress.&nbsp;<\/p>\n\n\n\n<p>To make his case that we should define development as expanding freedom, Sen draws heavily on Adam Smith\u2019s early writings and <a href=\"https:\/\/www.penguin.co.uk\/books\/340\/34072\/the-wealth-of-nations\/9780140432084.html\"><em>The Wealth of Nations<\/em><\/a><em> <\/em>(1776). Sen invokes a wide range of scholars\u2014from Karl Marx to F.A. Hayek\u2014in his efforts to bridge typical ideological divides and establish his holistic approach to development as freedom.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-book-s-impact\"><strong>The Book\u2019s Impact<\/strong><\/h3>\n\n\n\n<p>For a work of scholarship, <em>Development as Freedom<\/em> has been unusually influential. <a href=\"https:\/\/www.theguardian.com\/books\/2001\/mar\/31\/society.politics\"><em>The Guardian<\/em> called Sen<\/a> a rare scholar to have \u201ca major effect on politics\u201d because he changed the way many policymakers look at poverty. For example, Sen helped the <a href=\"https:\/\/ourworldindata.org\/human-development-index#:~:text=The%20Human%20Development%20Index%20%28HDI%29%20is%20an%20index,and%20healthy%20life%20%E2%80%93%20measured%20by%20life%20expectancy.\">United Nations design the Human Development Index (HDI),<\/a> a more comprehensive measure of welfare than standard per-capita income.<\/p>\n\n\n\n<p>Sen has also ushered in an era of 21st-century economists who have focused on measures of social progress rather than simply economic growth.<\/p>\n\n\n\n<p>In his native India, Sen is well-known and celebrated as <a href=\"https:\/\/www.theguardian.com\/books\/2001\/mar\/31\/society.politics\">\u201cthe Mother Teresa of economics.\u201d<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-development-as-freedom-book-review\"><strong><em>Development as Freedom<\/em> Book Review<\/strong><\/h3>\n\n\n\n<p>The majority of <em>Development as Freedom<\/em> book reviews were well-received, both by critics and the general public, and it\u2019s often regarded as a more humane approach to economics. Kofi A. Annan, then the Secretary-General of the United Nations, said Sen had \u201crevolutionized\u201d the way economists approach development, calling him an insightful champion for the world\u2019s poor.<\/p>\n\n\n\n<p>Fellow Nobel Laureate Kenneth Arrow, whose work on social choice Sen criticizes in his book, was nonetheless positive, calling it \u201c a forceful and rigorous analysis\u201d of the symbiotic relationship between freedom and development.<\/p>\n\n\n\n<p>The World Bank even integrated much of Sen\u2019s view of poverty as \u201ccapability deprivation\u201d into its own definition.<\/p>\n\n\n\n<p>However, there also have been criticisms from across the ideological spectrum. Some progressives think <a href=\"https:\/\/www.developmenteducationreview.com\/issue\/issue-8\/amartya-sens-development-freedom-ten-years-later\">Sen emphasized individualism too strongly<\/a>, at the expense of collective interests. They also think Sen overlooked the destabilizing effects of globalization and free trade on developing economies, and he neglected proper attention to the role colonialism has played in the problems of poor nations.<\/p>\n\n\n\n<p>From a free-market perspective, some have criticized Sen\u2019s support of a \u201cpositive rights\u201d view of liberty, one that considers government entitlements as integral to human freedom.<\/p>\n\n\n\n<p><em>The Economist,<\/em> while praising the \u201cgreat attractions\u201d of the book, <a href=\"https:\/\/www.economist.com\/review\/1999\/09\/16\/the-measure-of-progress\">criticized Sen for ignoring the motivations of government<\/a> action and the problem of rent-seeking\u2014public officials pursuing their own interests above the public interest.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-commentary-on-the-book-s-approach\"><strong>Commentary on the Book\u2019s Approach<\/strong><\/h3>\n\n\n\n<p>While Sen says in his introduction that <em>Development as Freedom<\/em> is geared toward a general audience, many parts of the book are esoteric. Some of the negative reviews of <em>Development as Freedom<\/em> include the fact that some of its ideas are a bit obscure. Readers who lack a basic background in economics and political philosophy will likely have trouble following some of the more abstract concepts Sen covers, such as utilitarianism and social choice theory.<\/p>\n\n\n\n<p><em>Development as Freedom<\/em> is part philosophy and part research. Sen relates many of his ideas back to various philosophers, Enlightenment thinkers, and early economists. Aristotle, Confucius, Montesquieu, Adam Smith, Mary Wollstonecraft, and Karl Marx all make appearances, among many others.<\/p>\n\n\n\n<p>Sen supplements these philosophical discussions with the presentation of empirical research. In the chapters on famine and women\u2019s agency, Sen cites much of his own research. Sen takes care to cite his sources, and there are approximately 50 pages of notes and references at the back of the book.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-commentary-on-the-book-s-organization\"><strong>Commentary on the Book\u2019s Organization<\/strong><\/h3>\n\n\n\n<p><em>Development as Freedom<\/em> consists of an introduction and 12 chapters. Another negative book review of <em>Development as Freedom<\/em> is that it often lacks a coherent organization because it&#8217;s not divided into parts.<\/p>\n\n\n\n<p>Sen devotes the first few chapters to laying out the philosophical case for why economic development focused on income alone is insufficient, and why development as freedom offers a more useful alternative. In the latter half of the book, each chapter covers a more specific topic of development (chapters focus on democracy, famines, and women\u2019s rights, for example).<\/p>\n\n\n\n<p>Because of this structure, many sections overlap, with Sen reiterating the role of freedom as both the principal means and purpose of development in each chapter.<\/p>\n\n\n\n<p>Helpfully, each chapter has a brief conclusion, covering the main points, and connecting them back to Sen\u2019s thesis.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Are you looking for a Development as Freedom book review?
