(In 2005, thanks to abundant, cheap credit and low interest rates, Americans spent more and the American savings rate was actually <em>negative <\/em>for the first time since the <a href=\"https:\/\/www.shortform.com\/blog\/great-depression-and-the-new-deal\/\">Great Depression<\/a>.) Given the ever-growing strains on the Social Security system, which is likely headed for insolvency, Americans will need to save more <em>themselves<\/em> to enjoy a comfortable retirement. But how do you get people to save more without infringing the principles of economic liberty?<\/p>\n\n\n\n<p>Thaler and Sunstein propose two examples of nudges in everyday life: <strong>automatic enrollment in savings plans and a new savings vehicle, the \u201cSave More Tomorrow\u201d program<\/strong>.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Auto-Enrollment in Savings Plans<\/strong><\/h4>\n\n\n\n<p>Numerous studies have shown that employees are phenomenally poor at taking advantage of their employers\u2019 retirement plans. One UK study concerning retirement plans that were fully funded by the employer\u2014in other words, <em>plans that didn\u2019t require the employees to pay anything\u2014<\/em>found that only 51% of employees signed up. That\u2019s tantamount to refusing free money!&nbsp;<\/p>\n\n\n\n<p>Although there\u2019s debate among economists about <em>how much <\/em>people need to save for retirement, many workers believe they\u2019re saving too little: in one study, 68% of enrollees in a 401(k) believed their savings rate was too low.<strong> Because workers tend to <\/strong><strong><em>want <\/em><\/strong><strong>to save more but fail to do so\u2014due to present financial pressures or diversions like temptation\u2014a nudge here adheres to the noncoercive principles of <a href=\"https:\/\/www.shortform.com\/blog\/libertarian-paternalism\/\">libertarian paternalism<\/a><\/strong>.<\/p>\n\n\n\n<p>One of the examples of nudges in everyday life is for 401(k) plans. Enrolling workers in 401(k) plans automatically\u2014<strong>in other words, to make 401(k) enrollment the <em>default option<\/em><\/strong>. One study found that, under an \u201copt-in\u201d approach\u2014meaning employees have to <em>choose <\/em>to enroll\u2014participation in a particular retirement plan was 20% three months after hire, growing to 65% within thirty-six months. <strong>When the plan adopted automatic enrollment, new-employee enrollment jumped to 90% and grew to 96% within thirty-six months<\/strong>.&nbsp;<\/p>\n\n\n\n<p>Another option in this vein is to make enrollment an \u201cactive decision\u201d\u2014that is, requiring new hires to check \u201cyes\u201d or \u201cno\u201d to a savings plan before receiving a paycheck\u2014<strong>or simply making the enrollment process easier<\/strong>. In one study, when employees were presented with a \u201cyes\u201d or \u201cno\u201d decision to enroll in a plan with a default contribution rate and asset allocation, participation during the first four months of employment increased from 9% to 34%.<\/p>\n\n\n\n<p>(To get already-enrolled employees to save <em>more<\/em>, firms might adjust their matching formulas: rather than match 50% up to 6% of the employee\u2019s salary, they might match 30% up to 10%.)<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Strategies Used in Examples of Nudges in Everyday Life<\/h2>\n\n\n\n<p>The examples of nudges in everyday life used strategies to ensure success. These strategies can be considered for designing other nudges.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Better Defaults<\/strong><\/h3>\n\n\n\n<p>As with saving in general, <strong>investment decisions can be improved with defaults that are more sensitive to Humans\u2019 tendency to err<\/strong>.<\/p>\n\n\n\n<p>One such default is to automatically enroll employees in a \u201ctarget maturity fund,\u201d which determines its asset allocation on the basis of its investors\u2019 prospective retirement age. Another slightly less automatic option is to give employees \u201clifestyle\u201d portfolios\u2014conservative, moderate, and aggressive\u2014that comport with their tolerance for risk.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Better Choice Structure<\/strong><\/h3>\n\n\n\n<p>Rather than offer a wide range of funds with obscure names and numbers and voluminous literature, <strong>plan sponsors can offer \u201ctiers\u201d of choices that cater to employees\u2019 desired level of involvement in their investments<\/strong>. Tier 1 would be the default\u2014a \u201ctarget maturity\u201d or other \u201cmanaged account\u201d tailored to the employee\u2019s age. Tier 2 would offer a small number of funds with different asset allocations among which the employee could choose. Tier 3, intended for the savviest investor, would feature the full complement of funds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Better Error Anticipation<\/strong><\/h3>\n\n\n\n<p>Plan sponsors should expect people to forget about their accounts and fail to rebalance their allocations. <strong>Thus, along with automatic enrollment, plan sponsors should automatically adjust people\u2019s asset allocation over time<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Better Mapping and Feedback<\/strong><\/h3>\n\n\n\n<p>A glut of numerical values\u2014rates of return, interest rates, risk ratios\u2014can stymie even the most sophisticated investor. (Sunstein himself admits to balking at the difficulty of retirement-fund allocations.) <strong>One way to prevent confusion or resistance in enrollees is to translate the jargon and number values into easily digestible concepts<\/strong>.&nbsp;<\/p>\n\n\n\n<p>For example, rather than bombarding investors with statistics and disclaimers, plan sponsors can attach lifestyle images to particular levels of retirement income.
