According to Dalio, this international order follows cycles of war and peace, progressing through peaceful times of building, growing, and peaking and times of overextending, declining, and dissolving through revolution or war.<\/p>\n\n\n\n<p>However, while a nation can structure its society through enforceable laws and punishments that guide citizens\u2019 behavior, <strong>there is no broadly enforceable legal system on the international scale. <\/strong>Instead, <strong>the major powers, with their large militaries, tend to act in their own interests<\/strong>. For instance, entities like the UN can\u2019t outright control the US, which holds dominant military and economic power.\u00a0<\/p>\n\n\n\n<p>(Shortform note: Jason Hickel argues in <a href=\"https:\/\/wwnorton.com\/books\/The-Divide\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The Divide<\/em><\/a> that one way major powers assert their interests is through violent coups. Specifically, he discusses how in the 1970s and 1980s, the United States and some European countries intervened in countries such as <a href=\"https:\/\/www.pbs.org\/newshour\/world\/in-first-cia-acknowledges-1953-coup-it-backed-to-overthrow-leader-of-iran-was-undemocratic\" target=\"_blank\" rel=\"noreferrer noopener\">Iran<\/a> and <a href=\"https:\/\/www.zinnedproject.org\/news\/tdih\/jacobo-arbenz-guzman-deposed\/\" target=\"_blank\" rel=\"noreferrer noopener\">Guatemala<\/a> to remove leaders who didn\u2019t serve their interests and to place Western-friendly dictators in positions of power. Ostensibly to fight communism, Hickel says that these interventions were in fact made in service of corporate interests, such as those of the United Fruit Company (in Guatemala) and British Petroleum (in Iran).)<\/p>\n\n\n\n<p>Instead, only other powerful countries can exert influence on one another, like how the <a href=\"https:\/\/www.shortform.com\/blog\/us-china-rivalry\/\">US and China<\/a> must acknowledge one another as rival actors. And, Dalio suggests, wealth and power accumulate on the global scale much like they do within a nation. Mirroring the cooperation of wealthy individuals within a nation, wealthy nations tend first to seek win-win relationships to establish a geopolitical system that benefits them both. However, Dalio says they always devolve into conflict\u2014typically when an ascending power wants to take the reins from a declining power. He describes five kinds of conflicts, ranging from economic fights over trade and tariffs, fights over access to technologies such as computer chips, disputes over borders and territories, conflict over international debt, credit, and bank access, and finally violent conflict, or \u201chot\u201d war.&nbsp;<\/p>\n\n\n\n<p>If violent war breaks out, the powers that \u201cwin\u201d get to determine the new international order. For instance, the winning nations of WWI created the League of Nations, a short-lived international system that attempted to prevent another brutal, global-scale war.<\/p>\n\n\n\n<p>(Shortform note: In recent history, <a href=\"https:\/\/www.cfr.org\/backgrounder\/ukraine-conflict-crossroads-europe-and-russia#chapter-title-0-1\" target=\"_blank\" rel=\"noreferrer noopener\">the conflict between Russia and Ukraine<\/a> is one prominent example of the descent of a geopolitical cycle into outright conflict. Some experts say that the conflict is the cumulation of decades of expansion of the North Atlantic Treaty Organization (NATO) into formerly Soviet territories\u2014in other words, Ukraine became the flashpoint of a larger conflict between Western Europe and Russia, with Russia\u2019s Putin intent on restoring Russia\u2019s former control over Ukraine. Although the war likely won\u2019t result in a total restructuring of the world order, <a href=\"https:\/\/www.rand.org\/pubs\/commentary\/2023\/03\/consequences-of-the-war-in-ukraine-the-end-and-beyond.html\" target=\"_blank\" rel=\"noreferrer noopener\">Western relations with Russia are unlikely to return to normal,<\/a> afterward.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-war-peace-cycles-in-the-us-and-china\">War-Peace Cycles in the US and China<\/h3>\n\n\n\n<p>In the global order, Dalio explains that the US and China are the two major powers to watch. He contends that they\u2019re engaged in four of the five types of war: Economic, technological, geopolitical, and capital conflicts. For instance, both countries have long been engaged in <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/us-airs-concerns-china-about-dangerous-unlawful-south-china-sea-actions-2023-11-03\/\" target=\"_blank\" rel=\"noreferrer noopener\">tense diplomacy regarding activities in the South China Sea<\/a>. These conflicts will intensify as China becomes more competitive as a global power.\u00a0<\/p>\n\n\n\n<p>Additionally, the US military remains the strongest in the world. However, China\u2019s is nearly comparable and is growing, particularly across Asia\u2014from the Koreas and Southeast Asia to India and Pakistan. Dalio estimates a 35% chance of a hot war within 10 years, and he says it would likely break out over Taiwan, a major pain point between the two powers. If we\u2019re lucky, he says the tenet of \u201cmutually assured destruction\u201d may prevent outright military conflict on a global scale.<\/p>\n\n\n\n<p>(Shortform note: In recent years, <a href=\"https:\/\/www.reuters.com\/world\/expect-more-turbulence-us-china-2024-2023-12-20\/\" target=\"_blank\" rel=\"noreferrer noopener\">US-China relations have been fraught with tension<\/a> over Taiwan, the world\u2019s <a href=\"https:\/\/foreignpolicy.com\/2021\/02\/16\/semiconductors-us-china-taiwan-technology-innovation-competition\/\" target=\"_blank\" rel=\"noreferrer noopener\">largest manufacturer of semiconductors<\/a> and therefore a massive economic asset, as well as over <a href=\"https:\/\/www.reuters.com\/world\/chinas-defence-ministry-blasts-pentagons-annual-report-2023-10-25\/\" target=\"_blank\" rel=\"noreferrer noopener\">a military arms race<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/taiwan-election-about-choosing-whether-embrace-china-frontrunner-says-2023-11-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">looming elections in Taiwan<\/a>. During the Trump Administration, <a href=\"https:\/\/www.shortform.com\/blog\/current-us-china-relations\/\">US-China relations<\/a> deteriorated, and while the Biden administration has been more diplomatic, no major issues have been solved.
