How much has the minimum wage increased since 1970?<\/p>\n\n\n\n<p>According to Matthew Desmond, the author of <em>Evicted, <\/em>a big contributor to the housing and <a href=\"https:\/\/www.shortform.com\/blog\/eviction-crisis\/\">eviction crisis<\/a> is stagnant wages. Over the years, the cost of housing has risen, however, wages have not increased to meet it.<\/p>\n\n\n\n<p>Keep reading to understand why eviction rates are rising.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-wages-don-t-match-the-cost-of-living\"><strong>Wages Don\u2019t Match the Cost of Living<\/strong><\/h2>\n\n\n\n<p>Desmond says one major reason evictions are so common now is that income hasn\u2019t kept pace with the cost of living: <strong>As rent, utilities, and other necessities have become more expensive, wages have remained stagnant for the US\u2019s poorest people. <\/strong>As a result, low-income earners often struggle to pay their rent.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: We can illustrate Desmond\u2019s point about stagnant wages by looking at the federal minimum wage over time, adjusted for inflation. The US minimum wage in 2023 was $7.25 per hour, the same rate it had been <a href=\"https:\/\/www.cnn.com\/2023\/11\/11\/business\/federal-minimum-wage-us-impact\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">since 2009<\/a>. One group of researchers estimates that if minimum wage had kept pace with inflation since 2009, by 2023 it would have been <a href=\"https:\/\/www.statista.com\/statistics\/1065466\/real-nominal-value-minimum-wage-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">a little over $10 per hour<\/a>. However, the highest nominal value (value adjusted for inflation) that the minimum wage ever had was in 1970: Although then it was only $1.60 per hour, that would be worth about $12.60 per hour today.)&nbsp;<\/p>\n\n\n\n<p>To highlight this problem, Desmond explains that a standard benchmark for living comfortably is that rent should cost less than a third of a family\u2019s income. By contrast, <strong>low-income families might spend anywhere from 50% to 70% of what they earn on housing, leaving very little for food and other essentials.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Furthermore, saving money isn\u2019t possible with such a tight budget. This means that any unexpected or unusual expense\u2014such as an emergency room visit or a car repair\u2014can cause low-income families to fall behind on rent, leading to eviction.<\/p>\n\n\n\n<p>(Shortform note: Limiting rent payments to 30% of income is <a href=\"https:\/\/www.experian.com\/blogs\/ask-experian\/how-much-should-i-spend-on-rent\/#:~:text=you%20might%20employ.-,Use%20the%2030%25%20Rule,-The%2030%25%20rule\" target=\"_blank\" rel=\"noreferrer noopener\">fairly common budgeting advice<\/a>. However, according to some researchers, only about half of renters in the US are <a href=\"https:\/\/www.nytimes.com\/2023\/12\/11\/us\/politics\/rent-burdens-low-income-life.html?action=click&amp;pgtype=Article&amp;state=default&amp;module=styln-poverty&amp;variant=show&amp;region=MAIN_CONTENT_1&amp;block=storyline_top_links_recirc#:~:text=a%20goal%20that%20only%20about%20half%20of%20the%20nation%E2%80%99s%2044%20million%20renter%20households%20meet.\" target=\"_blank\" rel=\"noreferrer noopener\">currently able to meet that goal<\/a>. In fact, a 2022 report from the <a href=\"https:\/\/nlihc.org\/oor\" target=\"_blank\" rel=\"noreferrer noopener\">National Low Income Housing Coalition<\/a> found that there\u2019s nowhere in the US where a minimum wage earner, working full time, could reasonably afford housing; on average, someone earning minimum wage would have to work <a href=\"https:\/\/www.novoco.com\/notes-from-novogradac\/rental-rates-put-housing-out-reach-full-time-minimum-wage-workers-united-states#:~:text=79%20hours%20per%20week%20to%20afford%20a%20modest%20one%2Dbedroom%20rental%20home.\" target=\"_blank\" rel=\"noreferrer noopener\">nearly 80 hours per week<\/a> to meet that 30% benchmark.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-welfare-benefits-aren-t-enough\">Welfare Benefits Aren\u2019t Enough<\/h3>\n\n\n\n<p>Desmond adds that government benefits for low-income families, collectively called <em>welfare<\/em>, have stagnated just like wages have. As a result, these programs\u2014which are designed to help people live comfortably while unemployed or underemployed\u2014now provide barely enough for people to survive.<\/p>\n\n\n\n<p>(Shortform note: It\u2019s a common misconception that welfare programs allow people to enjoy luxurious lives without working, with all of their expenses covered by taxpayer money. This myth of the \u201cwelfare queen\u201d <a href=\"https:\/\/www.slate.com\/articles\/news_and_politics\/history\/2013\/12\/linda_taylor_welfare_queen_ronald_reagan_made_her_a_notorious_american_villain.html\" target=\"_blank\" rel=\"noreferrer noopener\">dates back to former president Ronald Reagan<\/a>, whose 1976 presidential campaign focused heavily on the idea that honest, hard-working Americans were being cheated by lazy welfare recipients who just didn\u2019t want to work. <a href=\"https:\/\/www.americanprogress.org\/article\/the-facts-about-americans-who-receive-public-benefits\/\" target=\"_blank\" rel=\"noreferrer noopener\">In reality<\/a>, most welfare recipients in the US are either working, looking for work, or unable to work due to a disability.)&nbsp;<\/p>\n\n\n\n<p>The author adds that because welfare benefits are means-tested (only available to people with less than a certain amount of money and assets), <strong>those benefits discourage people from saving money even if they\u2019re able to.<\/strong> In other words, someone with low-income work <em>and <\/em>welfare benefits might actually be able to start saving; however, if at any point they have too much in their bank account, they won\u2019t be able to collect benefits anymore. As a result, they\u2019d soon end up in an even worse financial situation than before.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Pros and Cons of Means-Testing<\/strong><br><br>Means-testing welfare benefits is a <a href=\"https:\/\/www.urban.org\/sites\/default\/files\/publication\/51686\/311223-Do-Asset-Limits-in-Social-Programs-Affect-the-Accumulation-of-Wealth-.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">somewhat controversial practice<\/a> with numerous pros and cons.&nbsp;<br><br><strong>Pros of means-testing:<\/strong><br><br><strong>Effective use of resources: <\/strong>The main benefit of means-testing is that it ensures resources go to those most in need, which reduces waste and misuse of public funds.&nbsp;<br><br><strong>Fairness: <\/strong>Means-testing provides the most help to the people who are the most disadvantaged, raising them up to the economic level of their neighbors.&nbsp;<br><br><strong>Cons of means-testing:Self-defeating: <\/strong>In theory, welfare benefits help keep people financially stable while they build or rebuild their personal finances. However, as Desmond points out, means-testing may discourage people from saving money, since even a small increase in income or assets could lead to a loss of benefits.&nbsp;<br><br><strong>Inefficient: <\/strong>Although means-testing is meant to ensure that resources get spent effectively, the process itself is costly and inefficient. Therefore, some economists argue that universal benefits (such as Medicare) <a href=\"https:\/\/jacobin.com\/2022\/11\/universal-means-testing-benefits-korpi-palme-taxes\" target=\"_blank\" rel=\"noreferrer noopener\">are cheaper than means-tested benefits<\/a> (such as Medicaid).
