President Joe Biden\u2019s income-driven <a href=\"https:\/\/www.shortform.com\/blog\/student-loan-payment-restart\/\">student loan repayment<\/a> program, SAVE, aims to bring borrowers relief.<\/p>\n\n\n\n<p>Here&#8217;s a look at the SAVE program, and whether or not you may qualify.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-saving-on-a-valuable-education-save\">Saving on a Valuable Education (SAVE)<\/h2>\n\n\n\n<p>More than <a href=\"https:\/\/educationdata.org\/student-loan-debt-statistics\" target=\"_blank\" rel=\"noreferrer noopener\">43 million US students<\/a> have federal student loan debt\u2014with the average borrower owing $37,717 and the country as a whole more than $1.64 trillion. Student loan debt has <a href=\"https:\/\/www.lendingtree.com\/student\/how-does-student-loan-debt-affect-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">crushing impacts<\/a> on borrowers and the economy, rendering college attendees unable to buy homes; forcing them to delay marriage, childbearing, and retirement; widening the racial income gap; slowing new <a href=\"https:\/\/www.shortform.com\/blog\/business-growth\/\">business growth<\/a>, and dampening consumer spending.<\/p>\n\n\n\n<p>In response to these challenges, last month President Biden announced the <a href=\"https:\/\/www.ed.gov\/news\/press-releases\/fact-sheet-president-biden-announces-new-actions-provide-debt-relief-and-support-student-loan-borrowers\" target=\"_blank\" rel=\"noreferrer noopener\">final details<\/a> of his income-driven student loan repayment program\u2014the <a href=\"https:\/\/studentaid.gov\/announcements-events\/save-plan\" target=\"_blank\" rel=\"noreferrer noopener\">Saving on a Valuable Education (SAVE) program<\/a>\u2014which will invest <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/how-bidens-alternate-plan-to-cut-student-loan-payments-could-become-another-legal-battle\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of billions of dollars<\/a> over the next decade to bring relief to borrowers.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-background\"><strong>Background<\/strong><\/h3>\n\n\n\n<p>SAVE is an <a href=\"https:\/\/www.bestcolleges.com\/news\/analysis\/faq-biden-new-income-driven-repayment-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Income-Driven Repayment (IDR) plan<\/strong><\/a> that will lower borrowers\u2019 monthly payments, reduce interest accrual, and speed up loan forgiveness for borrowers with lower balances. In IDR plans, monthly payments are calculated as a percentage of borrowers\u2019 <a href=\"https:\/\/www.investopedia.com\/ask\/answers\/033015\/what-difference-between-disposable-income-and-discretionary-income.asp\" target=\"_blank\" rel=\"noreferrer noopener\">discretionary income<\/a> rather than based on the total debt they owe\u2014as is the case with standard monthly loan payment programs. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-save-promises-and-beneficiaries\"><strong>SAVE Promises and Beneficiaries<\/strong><\/h3>\n\n\n\n<p>Experts say that <a href=\"https:\/\/www.nerdwallet.com\/article\/loans\/student-loans\/student-loans-5-biggest-winners-of-bidens-new-idr-plan\" target=\"_blank\" rel=\"noreferrer noopener\">five groups of borrowers will benefit most<\/a> from the Biden Administration\u2019s SAVE plan:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Individuals who attended but didn\u2019t complete college.<\/strong> SAVE will forgive debt after 10 years (down from 20 to 25) for borrowers with loans of $12,000 or less who have made qualifying monthly payments. This will help level the playing field for Americans who, for various reasons, didn\u2019t or couldn\u2019t finish their degree.\u00a0<\/li><li><strong>Individuals in regions with higher housing, food, and other living costs. <\/strong>SAVE will protect a greater portion of earnings for borrowers in higher cost-of-living areas by subtracting more of federal poverty guidelines from their income (225%\u2014up from 150%). The plan will also limit monthly payments at just 5% of borrowers\u2019 discretionary income\u2014down from 10%.<\/li><li><strong>Individuals who can\u2019t pay the interest accruing on their loans every month. <\/strong>Under SAVE, the government will cover unpaid monthly interest for borrowers who make qualifying monthly payments, to prevent interest from building up and becoming an insurmountable hurdle.<\/li><li><strong>Borrowers of color. <\/strong>On average, SAVE will halve the lifetime payments per dollar borrowed by Black, Hispanic, American Indian, and Alaska Native individuals, making student debt more manageable for borrowers who most suffer its negative impacts and narrowing racial income gaps.<\/li><li><strong>Individuals at risk of falling behind or failing to make loan payments. <\/strong>SAVE will allow borrowers with smaller balances\u2014who experience high default and delinquency rates and, to date, have been locked out of IDR plans\u2014to sign up for the program. This will enable them to access more affordable monthly payments and loan forgiveness. Further, SAVE will automatically enroll individuals who are 75 days late on payments, potentially qualifying them for $0 monthly payments and reducing their chances of default.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-save-rollout\"><strong>SAVE Rollout&nbsp;<\/strong><\/h3>\n\n\n\n<p>The Department of Education plans to phase in SAVE in <a href=\"https:\/\/www.politico.com\/news\/2023\/07\/05\/inside-joe-bidens-new-student-loan-repayment-plan-00104723\" target=\"_blank\" rel=\"noreferrer noopener\">three key stages<\/a>:\u00a0\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>This summer the DOE will<\/strong>:<ul><li>Notify borrowers when they can sign up for SAVE.\u00a0<\/li><li>Process applications in time for borrowers to make a first payment, due in October.\u00a0<\/li><li>Automatically transfer borrowers currently enrolled in the <a href=\"https:\/\/www.investopedia.com\/saving-on-a-valuable-education-plan-7559022#:~:text=to%20implement%20forgiveness.-,The%20Saving%20on%20a%20Valuable%20Education%20(SAVE)%20Plan%20is%20a,might%20be%20no%20payments%20required.\" target=\"_blank\" rel=\"noreferrer noopener\">Revised Pay-As-You-Earn (REPAYE) plan<\/a> into SAVE.\u00a0<\/li><li>Enable borrowers to sign up for a provision that automatically re-enrolls them in SAVE from one year to the next (note: this option won\u2019t be fully operational until 2024).\u00a0\u00a0<\/li><\/ul><\/li><li><strong>On <\/strong><a href=\"https:\/\/www.bestcolleges.com\/news\/analysis\/faq-biden-new-income-driven-repayment-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>July 30, 2023<\/strong><\/a><strong>, the DOE will:<\/strong><ul><li><strong>Reduce lower-income borrowers\u2019 monthly payments <\/strong>by increasing the income threshold for zero-dollar payments from 150% to 225% of the poverty line.\u00a0<\/li><li><strong>Bring interest limits into play, <\/strong>so borrowers who make qualifying monthly payments won\u2019t see their loan balance increase as a result of unpaid interest.<\/li><\/ul><\/li><li><strong>In 2024 the DOE will:<\/strong><ul><li><strong>Cut borrowers\u2019 payments in half<\/strong>\u2014from 10% to 5% of their discretionary income (taking place in July).<\/li><li><a href=\"https:\/\/www.investopedia.com\/saving-on-a-valuable-education-plan-7559022#:~:text=to%20implement%20forgiveness.-,The%20Saving%20on%20a%20Valuable%20Education%20(SAVE)%20Plan%20is%20a,might%20be%20no%20payments%20required.\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Forgive the loans of borrowers<\/strong><\/a><strong> who have made 10 years of qualified payments on balances of $12,000 or less.\u00a0<\/strong><\/li><li><a href=\"https:\/\/www.cnn.com\/2023\/07\/12\/politics\/student-loans-save-plan\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Automatically enroll<\/strong><\/a><strong> borrowers who are 75 days late on payments in SAVE, <\/strong>provided that they\u2019ve permitted the DOE to access their tax information.\u00a0<\/li><\/ul><\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>What is the SAVE program?
