Rationing controls water consumption and ensures the distribution of limited water supplies to preserve public health and safety.\u00a0<\/p>\n\n\n\n<p><strong>Water scarcity stems from a combination of factors, including <\/strong><a href=\"https:\/\/www.cfr.org\/backgrounder\/water-stress-global-problem-thats-getting-worse\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>inadequate water supply and insubstantial infrastructure to provide water<\/strong><\/a><strong>\u2014issues that vary by region.<\/strong> For example:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The Middle East and North Africa region<\/strong> suffer the greatest water stress globally due to limited rainfall and rapid population growth.&nbsp;<\/li><li><strong>The Democratic Republic of Congo<\/strong> gets adequate rain but faces water shortages because of substandard infrastructure and water mismanagement.&nbsp;<\/li><li><strong>The US\u2019s Flint, Michigan and Newark, New Jersey <\/strong>suffer water stress as a result of outdated infrastructure that\u2019s contaminated water sources.<\/li><\/ul>\n\n\n\n<p>The impacts of water scarcity are far-reaching and can be highly destructive to societies, with the capacity to:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Negatively impact <\/strong><a href=\"https:\/\/www.cfr.org\/backgrounder\/water-stress-global-problem-thats-getting-worse\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>public health, economic development, and global trade<\/strong><\/a><strong>.<\/strong>\u00a0<\/li><li><strong>Fuel mass migration and human conflict.<\/strong>\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-rationing-around-the-world\"><strong>Rationing Around the World<\/strong><\/h3>\n\n\n\n<p>A growing number of countries, states, and local communities have implemented, or will have to implement, water rationing to address shortages, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/ticotimes.net\/2023\/03\/03\/water-crisis-rocks-costa-ricas-north-state-of-emergency-declared\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Costa Rica<\/strong><\/a><strong>: <\/strong>In July, authorities implemented water rationing for the 275,000 residents of the country\u2019s capital. Costa Rica is experiencing an imbalance in water supply and demand as it transitions from its dry to its tropical rain season\u2014a situation expected to worsen as cyclical <a href=\"https:\/\/www.usgs.gov\/faqs\/what-el-nino-and-what-are-its-effects#:~:text=The%20term%20El%20Ni%C3%B1o%20(Spanish,and%20eastern%20tropical%20Pacific%20Ocean.\" target=\"_blank\" rel=\"noreferrer noopener\">El Ni\u00f1o conditions<\/a> increase temperatures and potentially fuel drought.<\/li><li><a href=\"https:\/\/earth.org\/france-water-rationing\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>France<\/strong><\/a><strong>: <\/strong>After experiencing its warmest and driest winter in six decades, this spring France implemented water rationing in its hardest-hit provinces. The move, unprecedented at this time of year, aims to prevent a drought crisis that would hurt agriculture, trade, and energy supplies.\u00a0<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.aljazeera.com\/opinions\/2013\/5\/6\/rationing-water-in-a-thirstier-world\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>India<\/strong><\/a><strong>: <\/strong>Ongoing water shortages in India have led some municipalities to implement their own water rationing systems\u2014including \u201cblock tariffs\u201d that give each household an initial free or cheap \u201cblock\u201d of water, then raise the price on subsequent blocks.\u00a0\u00a0<\/li><li><a href=\"https:\/\/www.spiked-online.com\/2023\/04\/09\/why-water-rationing-is-coming-down-the-pipeline\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>UK<\/strong><\/a><strong>: <\/strong>To address a predicted shortage of four billion liters of water a day by 2050, the UK government launched a <a href=\"https:\/\/www.gov.uk\/government\/publications\/plan-for-water-our-integrated-plan-for-delivering-clean-and-plentiful-water\/plan-for-water-our-integrated-plan-for-delivering-clean-and-plentiful-water\" target=\"_blank\" rel=\"noreferrer noopener\">Plan for Water<\/a>, aimed at dramatically reducing household water usage. They argue that chalk streams (freshwater ecosystems) that feed the capital&#8217;s water supply are running dry and that over the past year, the city\u2019s main water supplier has lost 602 million liters of water a day through leaking pipes. The supplier contends that one-third of its water loss stems from &#8220;unmeasured consumer use\u201d\u2014not ailing infrastructure\u2014and that it has no plans to ration water use.<\/li><li><a href=\"https:\/\/news.asu.edu\/content\/water-rationing-west-not-sustainable-option\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Arizona<\/strong><\/a><strong>:<\/strong> Sustainability scientists say that water rationing is inevitable for Arizona and the West to address inefficient water use, population growth, and worsening drought. The <a href=\"https:\/\/www.shortform.com\/app\/article\/the-colorado-river-deal-a-breakthrough-or-too-little-shortform-explainers-shortform?sf_source=businessnewsletter\" target=\"_blank\" rel=\"noreferrer noopener\">Colorado River Basin<\/a>, from which seven Western states draw their water, is experiencing record low levels.\u00a0<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Example: A Closer Look at the Colorado River<\/h4>\n\n\n\n<p>The Colorado River provides water and hydropower to tens of millions of people. It also feeds into two of the US\u2019s largest reservoirs\u2014Lake Powell and Lake Mead\u2014and it irrigates farmland that produces vegetables for grocery stores all over the country. In short, it\u2019s a hugely important water source, and not just for people who live in the Western US.\u00a0<\/p>\n\n\n\n<p>However, the Colorado River has been rapidly shrinking due to <a href=\"https:\/\/www.vox.com\/climate\/2023\/5\/23\/23734404\/colorado-river-cuts-lake-mead-deal#:~:text=But%20in%20recent%20decades%2C%20the%20river%20has%20been%20vanishing%2C%20largely%20for%20two%20reasons.\" target=\"_blank\" rel=\"noreferrer noopener\">mismanagement and the effects of climate change<\/a>. The <a href=\"https:\/\/www.watereducation.org\/aquapedia-background\/colorado-river-compact\" target=\"_blank\" rel=\"noreferrer noopener\">Colorado River Compact of 1922<\/a>, which sets current allotments for the Basin states, was agreed upon following an unusually wet period\u2014and its terms have proved unsustainable during the 23-year <a href=\"https:\/\/www.npr.org\/2022\/02\/14\/1080302434\/study-finds-western-megadrought-is-the-worst-in-1-200-years\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cmegadrought\u201d hammering the western US<\/a>. Therefore, a new arrangement is needed to set more realistic and sustainable water allotments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-looking-ahead\"><strong>Looking Ahead<\/strong><\/h3>\n\n\n\n<p><strong>Experts say that a major obstacle to addressing water scarcity is the absence of a <\/strong><a href=\"https:\/\/www.cfr.org\/backgrounder\/water-stress-global-problem-thats-getting-worse\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>universal global framework<\/strong><\/a><strong> to combat the problem<\/strong> comparable to those for <a href=\"https:\/\/www.cfr.org\/backgrounder\/paris-global-climate-change-agreements\" target=\"_blank\" rel=\"noreferrer noopener\">climate change<\/a> and <a href=\"https:\/\/www.cfr.org\/article\/goal-conserve-30-percent-planet-2030-biodiversity-climate\" target=\"_blank\" rel=\"noreferrer noopener\">biodiversity conservation<\/a>.
