Why did he write the Federalist Papers?<\/p>\n\n\n\n<p>The Federalist Papers are known as Hamilton&#8217;s best-known piece of work. They consist of 85 essays that describe, in detail, what each clause of the Constitution states so that it wouldn&#8217;t be misinterpreted.<\/p>\n\n\n\n<p>Let&#8217;s look at why Hamilton wrote the Federalist Papers and the impact they had on America at the time.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ratification-and-the-federalist-papers\"><strong>Ratification and <em>The Federalist Papers<\/em><\/strong><\/h2>\n\n\n\n<p>After months of secretive meetings, the delegates of the Constitutional Convention submitted the new Constitution to the states for ratification. This one act would later lead to Alexander Hamilton&#8217;s Federalist Papers, which will be discussed below.<\/p>\n\n\n\n<p>The Constitution carefully distinguished between powers exclusive to the federal government, such as the ability to regulate trade, and those shared with the states, such as the ability to impose taxes. It also divided the central government into three branches and described the qualifications and term limits for the members of each branch\u2014the President in <a href=\"https:\/\/www.shortform.com\/blog\/the-executive-branch\/\">the executive branch<\/a>, Congressmen in the legislative branch, and Justices in the judicial branch.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: Aside from the powers expressly given to the federal government, state governments, or both, the <a href=\"https:\/\/constitution.congress.gov\/browse\/amendment-10\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tenth Amendment to the Constitution<\/a> also declares that any power not <em>explicitly<\/em> granted to the federal government or explicitly <em>forbidden <\/em>to the states will belong to the states by default. In practice, sorting out when and how states can claim these powers has proven complicated. For example, one Supreme Court case decided that the federal government <a href=\"https:\/\/www.law.cornell.edu\/supct\/html\/93-1260.ZS.html\" target=\"_blank\" rel=\"noreferrer noopener\">did not have the right to ban firearms from schools<\/a> because public education falls under the states\u2019 purview, while another decided that the federal government <a href=\"https:\/\/www.law.cornell.edu\/supct\/html\/03-1454.ZS.html\" target=\"_blank\" rel=\"noreferrer noopener\"><em>did<\/em> have the right to ban cannabis<\/a> because of the plant\u2019s role in interstate commerce.)<\/p>\n\n\n\n<p>According to Ron Chernow&#8217;s biography <em>Alexander Hamilton<\/em>, the majority of the delegates to the Constitutional Convention shared Hamilton\u2019s vision of a strong central government, though fights were waged over specifics like the balance of power and term limits. The response of the general public to the Constitution, however, was outrage, as this was such a radical break with the Articles\u2019 description of a loose confederacy. The ratification process required nine states to accept the Constitution before it would be adopted, and in the end this process stretched for over a year.<\/p>\n\n\n\n<p>(Shortform note: Rhode Island was the last state to ratify the Constitution, <a href=\"https:\/\/www.archives.gov\/education\/lessons\/constitution-day\/ratification.html\" target=\"_blank\" rel=\"noreferrer noopener\">holding out until 1790<\/a>. It was also the only state <a href=\"https:\/\/www.history.com\/news\/7-things-you-may-not-know-about-the-constitutional-convention\" target=\"_blank\" rel=\"noreferrer noopener\">not to send any representatives<\/a> to the 1787 Constitutional Convention. \u201c<a href=\"https:\/\/www.providencejournal.com\/story\/opinion\/2021\/09\/19\/opinion-conley-ri-vindicated-itself-disapproving-constitution\/8335386002\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rogue Island<\/a>,\u201d as it was dubbed by critics, was one of the strongest voices in favor of state sovereignty, and it particularly wanted the ability to veto federal taxes and print its own paper money. Ratification came only after the US government <a href=\"https:\/\/prologue.blogs.archives.gov\/2015\/05\/18\/rogue-island-the-last-state-to-ratify-the-constitution\/\" target=\"_blank\" rel=\"noreferrer noopener\">threatened to tax Rhode Island\u2019s imports and exports<\/a> as if it were a foreign country, and the state <a href=\"https:\/\/avalon.law.yale.edu\/18th_century\/ratri.asp\" target=\"_blank\" rel=\"noreferrer noopener\">attached over a dozen proposed amendments<\/a> to their vote, including a ban on poll taxes and the slave trade. None were adopted.)<\/p>\n\n\n\n<p>Hamilton began the project of writing <em>The Federalist Papers<\/em> out of his belief that the Constitution\u2014which, Chernow argues, was so brief that it was open to a number of interpretations\u2014needed to be thoroughly explained and defended to state voters. In 85 essays written with Madison and New York politician John Jay, Hamilton discussed each clause of the Constitution and its applications, emphasizing the limits of federal versus state powers and the spirit of compromise that had gone into writing it. The majority of the essays were written by Hamilton, and Chernow describes it as Hamilton\u2019s best-known and most influential work, still cited in Supreme Court interpretations of constitutionality.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: Historians have debated how much <em>The Federalist Papers<\/em> really impacted ratification, since it <a href=\"https:\/\/guides.loc.gov\/federalist-papers\/full-text\" target=\"_blank\" rel=\"noreferrer noopener\">wasn\u2019t widely read outside of New York<\/a> and the state <a href=\"https:\/\/www.nyhistory.org\/blogs\/ontd-new-yorks-ratification-of-the-constitution\" target=\"_blank\" rel=\"noreferrer noopener\">only voted to ratify by a slim margin<\/a>, 30-27.
