In the face of the technology\u2019s explosive growth, there\u2019s no clear answer. Possibilities include:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Full government regulation<\/strong>. If the US government believes that AI poses a credible existential threat, it will assume control of and regulate AI companies as it does other national security assets.<\/li><li><strong>Moderate government regulation<\/strong>. If the federal government believes AI poses a less serious threat, it could impose more modest regulation:<ul><li><strong>Congress could create a new AI regulation agency with the authority to implement and enforce rules<\/strong>.\u00a0<\/li><li><strong>Existing government agencies could enforce rules in areas under their purview<\/strong>. <\/li><\/ul><\/li><li><a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2023-04-02\/regulating-ai-might-require-a-new-federal-agency?sref=mIZ1p2Gz\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Light regulation<\/strong><\/a>. In this model, AI companies would be held accountable through lawsuits for any harm they cause. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>\u201c<\/strong><a href=\"https:\/\/fortune.com\/2023\/04\/03\/how-to-regulate-ai-challenges-three-experts\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Soft laws<\/strong><\/a><strong>.\u201d<\/strong> In a soft law approach, a private organization would establish regulations for industry members. <\/li><li><strong>An <\/strong><a href=\"https:\/\/www.theguardian.com\/technology\/2023\/may\/24\/openai-leaders-call-regulation-prevent-ai-destroying-humanity?utm_campaign=Artificial%2BIntelligence%2BWeekly&amp;utm_medium=email&amp;utm_source=Artificial_Intelligence_Weekly_334\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>international regulator<\/strong><\/a> similar to the International Atomic Energy Agency would inspect and mandate audits of AI systems, test for safety and standards compliance, and restrict AI deployment and levels of security.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-specific-regulation-recommendations\"><strong>Specific Regulation Recommendations&nbsp;<\/strong><\/h3>\n\n\n\n<p>Though nobody\u2019s certain about exactly what regulations should look like, some top AI developers<strong> recommend creating a checks-and-balances system where<\/strong> <a href=\"https:\/\/fortune.com\/2023\/05\/26\/top-a-i-companies-are-getting-serious-about-a-i-safety-and-concern-about-extremely-bad-a-i-risks-is-growing\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>both AI developers and external entities<\/strong><\/a><strong> test and monitor advanced AI models<\/strong>. In this system, independent auditors and risk assessors would:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Determine the technology\u2019s safety before its release.<\/li><li>Report results to regulatory agencies and the public.<\/li><li>Flag and report ongoing problems requiring follow-up.<\/li><\/ul>\n\n\n\n<p>Specific areas experts say these stakeholders should test include AI\u2019s ability to:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Launch cyberattacks.&nbsp;<\/li><li>Access weapons.<\/li><li>Plan and follow through on political strategies.&nbsp;<\/li><li>Create other AI systems.<\/li><li>Develop situational awareness and the ability to self-clone and -sustain.<\/li><li>Manipulate people into believing fake information or thinking they\u2019re communicating with a human rather than a machine.<\/li><\/ul>\n\n\n\n<p>They further recommend that AI developers:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Train and test the technology in isolation so it can\u2019t independently interact with other computer networks.&nbsp;<\/li><li>Develop methods to rapidly shut down or disable AI models\u2019 access to networks when the models display troublesome behavior.&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-looking-ahead\"><strong>Looking Ahead<\/strong><\/h3>\n\n\n\n<p>Some express cautious optimism that despite fierce competition to dominate the AI landscape, major AI companies are <a href=\"https:\/\/fortune.com\/2023\/05\/26\/top-a-i-companies-are-getting-serious-about-a-i-safety-and-concern-about-extremely-bad-a-i-risks-is-growing\/\" target=\"_blank\" rel=\"noreferrer noopener\">attempting to collaborate<\/a> to set shared standards around the technology\u2019s development and safety.
