Australian diplomat and politician Kevin Rudd argues that this tenuous relationship is unraveling, and he provides an analysis of where relations stand now.<\/p>\n\n\n\n<p>Read on to understand current US-China relations from America&#8217;s and China&#8217;s perspective.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-current-status-of-us-china-relations\">The Current Status of US-China Relations<\/h2>\n\n\n\n<p>Rudd suggests that Xi\u2019s strategies for bolstering China\u2019s domestic and international power have caused increasing hostility between the US and China. He explains that, overall, current US-China relations are tense, with each side viewing the other as an <a href=\"https:\/\/www.shortform.com\/blog\/existential-threats-to-humanity\/\">existential threat<\/a> and neither side believing the public stances of the opposing government.<\/p>\n\n\n\n<p>Rudd writes that the last decade has been marked by several events triggering a downturn in US-China relations: increased cyberattacks by both sides, China\u2019s heightened military presence in the South China Sea, former President Donald Trump\u2019s trade war with China in 2018-2019, anti-China rhetoric by the US during the Covid-19 pandemic, and the US\u2019s high-level diplomatic meetings in Taiwan.&nbsp;<\/p>\n\n\n\n<p>Rudd says these events and the loss of trust that resulted have hindered the countries\u2019 ability to cooperate even on a practical level, such as by maintaining beneficial trade relations. This includes economic policies such as tariffs and China\u2019s largely state-controlled economy. Similarly, Rudd writes that <strong>the economic and military advancement of any nation with Marxist-Leninist ideology challenges the supremacy of the US model<\/strong> of a liberal-style, capitalist democracy.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: Some experts say that this dynamic, in which both countries are vying for global influence using their distinct economic and political models, <a href=\"https:\/\/www.avivainvestors.com\/en-gb\/views\/aiq-investment-thinking\/2021\/03\/global-supremacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">harkens to the Cold War era<\/a> when the US and the Soviet Union both strived for geopolitical supremacy. In addition, some political analysts argue that with Russia and China\u2019s strengthening alliance, particularly given China\u2019s <a href=\"https:\/\/www.ft.com\/content\/5c9b6e15-afce-4747-8ad1-ff9aa24b6dc3\" target=\"_blank\" rel=\"noreferrer noopener\">potential to influence the war in Ukraine<\/a>, the China and Russia alliance poses a greater threat to the US power than the Soviet Union did before.)&nbsp;<\/p>\n\n\n\n<p>According to Rudd, Trump in particular was outraged by the imbalance in trade (in favor of China) between the US and China, considering it harmful to the US\u2019s reputation as well as its economy. This sparked a two-year contentious trade war in which the two countries continued to retaliate against each other economically. (Shortform note: Economists suggest that Trump\u2019s trade war was ultimately unsuccessful as <a href=\"https:\/\/www.cfr.org\/blog\/cost-trumps-trade-war-china-still-adding\" target=\"_blank\" rel=\"noreferrer noopener\">it had a negative impact on American business<\/a>, employment, and wages. In addition, the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-11\/how-china-won-trump-s-good-and-easy-to-win-trade-war?sref=mIZ1p2Gz\" target=\"_blank\" rel=\"noreferrer noopener\">trade war had little impact on Chinese exports<\/a> and there were no indications that US manufacturing companies left China.)&nbsp;<\/p>\n\n\n\n<p>Rudd says that the Trump and Biden administrations also criticized China for its authoritarian oppression of freedom of religion, speech, and press as well as its human rights abuses within China. For example, one of the US\u2019s major criticisms is the ongoing genocide and mass imprisonment of the Muslim Uyghur ethnic minority in the Xinjiang region of China. Rudd writes that Xi began these anti-Uyghur policies in response to two Uyghur domestic terrorist attacks in 2013 and 2014.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: In addition to the <a href=\"https:\/\/www.forbes.com\/sites\/jonathanponciano\/2021\/04\/11\/biden-secretary-of-state-condemns-chinas-acts-of-genocide-against-muslim-uyghurs\/?sh=d60edac50ca3\" target=\"_blank\" rel=\"noreferrer noopener\">US government\u2019s public criticisms of China<\/a> regarding human rights abuses, the US also exerted pressure on China by passing the <a href=\"https:\/\/www.cbp.gov\/trade\/forced-labor\/UFLPA\" target=\"_blank\" rel=\"noreferrer noopener\">Uyghur Forced Labor Prevention Act<\/a> in 2021. The law banned the import of products from the Xinjiang region where forced labor is used to make products. In 2022 the UN Human Rights Office published an assessment of the situation in Xinjiang saying that China has committed <a href=\"https:\/\/news.un.org\/en\/story\/2022\/08\/1125932\" target=\"_blank\" rel=\"noreferrer noopener\">crimes against humanity<\/a>. The report recommended that the Chinese government take immediate action to reverse its policies and investigate the allegations of human rights abuses.)&nbsp;<\/p>\n\n\n\n<p>The US has also been angered by Chinese cyberattacks on private companies. (Shortform note: Examples of cyberattacks include a 2021 incident in which <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-57889981\" target=\"_blank\" rel=\"noreferrer noopener\">Chinese hackers were accused of accessing the Microsoft Exchange servers<\/a>, giving China access to many businesses\u2019 and organizations\u2019 private information and intellectual property. There\u2019s also growing concern in the US government that <a href=\"https:\/\/www.cnn.com\/2023\/02\/16\/politics\/china-russia-fbi-us-elections\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">China could use cyberattacks to target US political parties<\/a> and interfere with elections.)<\/p>\n\n\n\n<p>Lastly, the US claims that China\u2019s naval activities in the Pacific infringe on the rights of the independent nations of Southeast Asia. (Shortform note: A <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/4\/28\/philippines-reports-confrontation-with-china-in-south-china-sea\" target=\"_blank\" rel=\"noreferrer noopener\">ruling by the UN<\/a> determined that China\u2019s naval activity in the South China Sea violates historic agreements that entitle other nations\u2014including the Philippines, Malaysia, Vietnam, and Brunei\u2014to free movement in the South China Sea.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-chinese-perspective\">The Chinese Perspective<\/h3>\n\n\n\n<p>Rudd explains that economically, <strong>China believes it has the right to acquire influence and political clout abroad through investment and trade, just as the US has done for decades.<\/strong> China would argue that its development model in particular is superior to the US\u2019s because it doesn\u2019t come with conditions about how the beneficiary\u2019s government has to operate.<\/p>\n\n\n\n<p>For example, loans through the US and the International Monetary Fund often require the receiving government to institute a free market (without the government controlling commerce) and convert to a Western-style democratic government. In contrast, Rudd explains, China seeks mutually beneficial economic cooperation without forcing its ideology on developing countries.<\/p>\n\n\n\n<p>(Shortform note: The counterargument to this point (as explained in the previous section) is that BRI investment <em>does <\/em>come with implicit strings attached\u2014support for China in international governing bodies such as the UN. However, some research suggests that so far, the <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/16081625.2020.1686841\" target=\"_blank\" rel=\"noreferrer noopener\">BRI has not significantly increased China\u2019s \u201csoft power\u201d<\/a> in the form of increased support in the international community. Another criticism of China\u2019s development model is its <a href=\"https:\/\/www.cnn.com\/2023\/03\/28\/economy\/china-rescue-lending-belt-and-road-study-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">lack of transparency<\/a>, making it difficult for outside institutions to measure the impact of China\u2019s loans and investments.)<\/p>\n\n\n\n<p>In addition, China resents US presidents\u2019 recent actions such as Trump\u2019s trade war, which caused China economic distress due to policies like high tariffs on Chinese goods imported to the US. (Shortform note: Many economic analyses suggest that the trade war had a negative impact on the US, while for China, it <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2020\/08\/07\/more-pain-than-gain-how-the-us-china-trade-war-hurt-america\/#:~:text=Despite%20Trump%E2%80%99s%20claim%20that%20%E2%80%9Ctrade%20wars%20are%20good%2C,that%20the%20trade%20war%20was%20meant%20to%20resolve.\" target=\"_blank\" rel=\"noreferrer noopener\">mostly directed trade away from the US and toward other countries<\/a> such as Mexico and Japan.)&nbsp;<\/p>\n\n\n\n<p>Rudd contends that China also views many of the US\u2019s actions through the lens of race, citing Trump\u2019s use of the term \u201cChina virus\u201d during the Covid-19 pandemic. (Shortform note: Evidence suggests that the term \u201cChina virus\u201d not only harmed relations with China but also <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-56218684\" target=\"_blank\" rel=\"noreferrer noopener\">sparked an increase in hate crimes<\/a> against Asian Americans and Pacific Islanders in the US.)&nbsp;<\/p>\n\n\n\n<p>Rudd points out that, although the administration under President Joe Biden has tamped down anti-China rhetoric, it hasn\u2019t reversed many of the Trump-era sanctions on China (including tariffs and visa restrictions) leaving this point of tension with China unresolved.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: In addition to leaving previous sanctions in place, in 2023 the Biden administration issued new sanctions on China for activities such as <a href=\"https:\/\/www.wsj.com\/articles\/u-s-weighs-sanctions-for-chinese-companies-over-iran-surveillance-buildup-11675503914\" target=\"_blank\" rel=\"noreferrer noopener\">selling surveillance technology to Iran<\/a>. The Biden administration also revived a Trump executive order (in a new legislative form) by <a href=\"https:\/\/www.cnn.com\/2023\/03\/18\/tech\/tiktok-ban-explainer\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">threatening to ban the partially Chinese-owned app TikTok<\/a> if the Chinese owners don\u2019t sell their shares to an American-owned company. The US claims that any Chinese ownership of TikTok poses a security risk to American users\u2019 data and could give China the ability to spread propaganda.)<\/p>\n\n\n\n<p>Politically, China would argue that the US government has always exerted its will through violent and coercive means, and it has also committed human rights violations against minorities within its own borders. Therefore, Rudd explains, China would say that American criticisms of China are hypocritical.<\/p>\n\n\n\n<p>(Shortform note: Both the <a href=\"https:\/\/www.state.gov\/reports\/2022-country-reports-on-human-rights-practices\/china\/\" target=\"_blank\" rel=\"noreferrer noopener\">US<\/a> and <a href=\"http:\/\/english.scio.gov.cn\/scionews\/2022-02\/28\/content_78076572.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Chinese<\/a> governments have published reports on the human rights abuses in each others\u2019 countries; however, one analyst suggests that <a href=\"https:\/\/foreignpolicy.com\/2022\/12\/02\/human-rights-criticism-qatar-china-international-shaming\/\" target=\"_blank\" rel=\"noreferrer noopener\">public shaming of another country\u2019s human rights abuses may fail to stimulate change<\/a> because it activates an \u201cus versus them\u201d mentality in the citizens of the accused country, making them <em>more<\/em> supportive of their government. Given the existing hostility between the US and China, this suggests that each country\u2019s criticisms may exacerbate the rivalry rather than encourage positive change.
