Rudd says that, through these actions, China is challenging the geopolitical status quo\u2014what he refers to as the \u201cglobal rules-based order\u201d\u2014by becoming a key economic and political player. The components of the geopolitical status quo include things like development models for investing in low-income countries and the rules of governing bodies such as the World Trade Organization (WTO) and the UN.<\/p>\n\n\n\n<p>(Shortform note: Although Rudd argues that Xi hopes to <a href=\"https:\/\/www.shortform.com\/blog\/challenging-the-status-quo\/\">challenge the status quo<\/a> with regard to international governing bodies, China still has significant influence within these groups. Despite its lack of compliance with some WTO policies, for example, it\u2019s <a href=\"https:\/\/chinapower.csis.org\/china-world-trade-organization-wto\/\" target=\"_blank\" rel=\"noreferrer noopener\">one of the WTO\u2019s most active members<\/a>, and the size of China\u2019s economy gives it significant sway in this group. China is also a permanent member of the UN Security Council, giving it veto power over decisions.)<\/p>\n\n\n\n<p>One key tool for asserting strategic global power is China\u2019s Belt and Road Initiative (BRI), an infrastructure project to revive China\u2019s historic trade relations and increase the country\u2019s economic ties to Europe, the Middle East, and South Asia.<\/p>\n\n\n\n<p>Rudd claims that the BRI contributes to China\u2019s power struggle with the US because the <strong>BRI\u2019s success would place China in a more favorable diplomatic and economic position with countries around the world<\/strong>. This means that China would challenge the US as the most influential nation, and China would be less likely to face international backlash for its actions abroad (like military action against Taiwan) or domestically (such as human rights abuses).<\/p>\n\n\n\n<p>Another aspect of the BRI includes investment in infrastructure (like telecommunications) and business projects throughout the developing world. Rudd argues that this investment has two major benefits for China: It increases access to raw materials and markets for Chinese products, and it provides political leverage over the US. For example, Rudd writes that countries receiving significant investment from China are likely to vote in favor of Chinese interests in the UN.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>The BRI and Its Impact on the US<\/strong><br><br>The BRI <a href=\"https:\/\/chinapower.csis.org\/china-belt-and-road-initiative\/#:~:text=Announced%20in%202013%2C%20the%20Belt%20and%20Road%20Initiative,strengthen%20hard%20infrastructure%2C%20soft%20infrastructure%2C%20and%20cultural%20ties.\" target=\"_blank\" rel=\"noreferrer noopener\">includes 138 countries<\/a>, and its goal is to revive trade across the areas that were part of the original Silk Road\u2014an ancient trade route connecting Asia to the Middle East and Western Europe (the \u201cbelt\u201d). It also includes investment in a sea trade route linking Europe, Africa, and Southeast Asia (the \u201croad\u201d).<br><br>Outside a potential shift in power or alliance in the UN, one key concern of the US regarding the BRI is that <a href=\"https:\/\/thehill.com\/opinion\/international\/551337-chinas-debt-trap-diplomacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">China could increase its economic and political influence by seizing foreign assets<\/a>, like ports and businesses, if receiving countries default on their loans from China. However, some research suggests that this <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2021\/02\/china-debt-trap-diplomacy\/617953\/\" target=\"_blank\" rel=\"noreferrer noopener\">concern is unwarranted<\/a>, and most of these types of <a href=\"https:\/\/thediplomat.com\/2022\/01\/chinas-domestic-politics-are-driving-the-belt-and-road-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">predatory loans are issued by other wealthy countries besides China<\/a>.
