What&#8217;s Xi&#8217;s vision for China?<\/p>\n\n\n\n<p>According to Australian diplomat Kevin Rudd, Xi Jinping has serious goals in mind for China. They include maintaining the power of the Chinese Communist Party (CCP), unifying what they perceive as their territory, and increasing their global influence.<\/p>\n\n\n\n<p>Keep reading to learn about each of these priorities and the strategies that Xi is using to achieve them.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-xi-s-priorities-strategies\">Xi\u2019s Priorities &amp; Strategies<\/h2>\n\n\n\n<p>As explained by Kevin Rudd, Xi Jinping&#8217;s presidency (which began in 2013) led to changes in China&#8217;s domestic and international policies. Rudd explains that Xi\u2019s goals\u2014and the shift they represent from previous years\u2014are key to understanding why tensions between the <a href=\"https:\/\/www.shortform.com\/blog\/us-china-rivalry\/\">US and China<\/a> have escalated over the last decade.<\/p>\n\n\n\n<p>Under the previous leadership of Deng Xiaoping from 1978-89, China was focused on growing the economy through increased global trade and opening to foreign investment, which the US benefited from. The transition to Xi\u2019s administration signaled a shift because China had now achieved the economic stability required to expand the scope of its priorities in ways that threaten the global supremacy of the US.&nbsp;<\/p>\n\n\n\n<p>Rudd writes that Xi\u2019s key priorities include keeping the CCP in power through strategic economic reforms, restoring Chinese territory, and increasing China\u2019s global influence. In this section, we\u2019ll describe each of these strategies in more detail as well as how they contribute to China\u2019s power struggle with the US.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: In addition to economic stability, a political <a href=\"https:\/\/www.icis.com\/chemicals-and-the-economy\/2014\/01\/lessons-chinas-first-economic-cycle-post-mao-period\/\" target=\"_blank\" rel=\"noreferrer noopener\">shift within China at the end of Deng\u2019s term<\/a> also contributed to Xi\u2019s priorities. People had turned against Deng politically because of the Tiananmen Square incident in which many Chinese citizens were killed. In addition, despite China\u2019s rapid economic growth, it had also started struggling with corrupt officials profiting from Deng\u2019s financial policies. Because of these two factors, the CCP benefited politically from distancing themselves from Deng\u2019s policies and ideology, leading to less liberal and more state-controlled economic policies.)<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Clarifying China\u2019s Political Labels<\/strong><br><br>Several different terms are used in the book to describe Xi\u2019s ideology as well as that of the CCP\u2014for example, communism, Marxism-Leninism, socialism, and socialism with Chinese characteristics. Discrepancies in the language describing China\u2019s government and economic system are partly due to various external interpretations of Chinese politics versus its self-identified labels. For example, one article describes China\u2019s government as a <a href=\"https:\/\/news.cgtn.com\/news\/7755544f78597a6333566d54\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">multi-party cooperative system<\/a> while another describes it as an <a href=\"https:\/\/www.cnn.com\/2021\/12\/08\/china\/china-us-democracy-summit-mic-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">authoritarian one-party system<\/a>. Here, we\u2019ll explain the differences between some of the key terms in the book and who uses them:<br><br><strong>Communism: <\/strong>This is a <a href=\"https:\/\/www.thoughtco.com\/what-is-communism-1779968\" target=\"_blank\" rel=\"noreferrer noopener\">political, economic, and social ideology<\/a> promoting a classless economic system where all property is owned communally or by the state. While communism remains central to Chinese ideology, as evidenced by the ruling party\u2019s name \u201cChinese Communist Party,\u201d the CCP has adapted communist ideology in ways that are specific to China (explored more in the definition of socialism with Chinese characteristics).&nbsp;<br><br><strong>Socialism: <\/strong><a href=\"https:\/\/www.britannica.com\/topic\/socialism\" target=\"_blank\" rel=\"noreferrer noopener\">Socialism<\/a> is a political and economic system where resources are controlled communally rather than through private ownership and commerce. In Marxist theory, it\u2019s a <a href=\"https:\/\/www.merriam-webster.com\/dictionary\/socialism\" target=\"_blank\" rel=\"noreferrer noopener\">transitional stage<\/a> between <a href=\"https:\/\/www.shortform.com\/blog\/capitalism-theory\/\">capitalism<\/a> and communism. The CCP self-identifies as having <a href=\"http:\/\/en.ce.cn\/subject\/exclusive\/201403\/04\/t20140304_2412492.shtml#:~:text=Core%20socialist%20values%20comprise%20a%20set%20of%20moral,since%20its%2018th%20Party%20Congress%20in%20late%202012.\" target=\"_blank\" rel=\"noreferrer noopener\">socialist values at its core<\/a>. However, others argue that China\u2019s system is more aptly defined as <a href=\"https:\/\/asiatimes.com\/2020\/08\/socialist-or-capitalist-what-is-chinas-model-exactly\/\" target=\"_blank\" rel=\"noreferrer noopener\">state capitalism<\/a>\u2014a hierarchical capitalist system guided by the central government.<br><br><strong>Marxism-Leninism: <\/strong>This is a political and economic framework established by the German philosopher Karl Marx and elaborated on by Vladimir Lenin in the Soviet Union. The key aspect of <a href=\"https:\/\/www.worldatlas.com\/articles\/what-is-marxism-leninism.html\" target=\"_blank\" rel=\"noreferrer noopener\">Marxism-Leninism<\/a> is a two-part revolution in which working-class wage laborers seize power by force and establish a one-party socialist state where the party controls the \u201cmeans of production\u201d (the land, equipment, and resources needed to make products). The second part of the revolution is transitioning from a socialist state into a classless, stateless communist society. Rudd refers to Xi as Marxist-Leninist, and the <a href=\"https:\/\/english.www.gov.cn\/news\/top_news\/2017\/09\/26\/content_281475885768142.htm\" target=\"_blank\" rel=\"noreferrer noopener\">CCP mentions Marxism-Leninism as one of its guiding philosophies<\/a> among others.&nbsp;<br><br><strong>Nationalism: <\/strong><a href=\"https:\/\/www.merriam-webster.com\/dictionary\/nationalism\" target=\"_blank\" rel=\"noreferrer noopener\">Nationalism<\/a> is a sense of loyalty and devotion to a nation, often with a connotation of <a href=\"https:\/\/www.shortform.com\/blog\/what-is-cultural-superiority\/\">cultural superiority<\/a> and the promotion of a country\u2019s self-interests over others. This is another general term that Rudd uses to describe Xi\u2019s ideology.&nbsp;<br><br><strong>Marxist-Nationalist: <\/strong>This is Rudd\u2019s term based on his analysis of Xi\u2019s particular brand of communism. It means that Xi appeals to the CCP using Marxist-Leninist ideology, but he appeals to the general population of China more through nationalist rhetoric.&nbsp;<br><br><strong>Socialism with Chinese characteristics: <\/strong>This term is used by Xi and the CCP itself and was first described by Deng in 1982. It combines China\u2019s underlying socialist ideals with the practical need to allow some private ownership and enterprise to develop China\u2019s economy and meet the material needs of its people in the short term. It combines state ownership and private ownership while retaining overarching control over private enterprise.&nbsp;<br><br><strong>Authoritarian-capitalist: <\/strong>This is the term that Rudd uses essentially in place of \u201csocialism with Chinese characteristics.\u201d He defines it as a system where the government maintains control over the business sector and prioritizes state-owned enterprises over privately owned businesses. However, the word <a href=\"https:\/\/www.britannica.com\/topic\/authoritarianism\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cauthoritarian\u201d<\/a> also implies that the Chinese government limits individual freedom of thought and action\u2014an argument supported by <a href=\"https:\/\/thediplomat.com\/2022\/11\/grassroots-protests-are-frequent-in-xi-jinpings-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">instances of violence and retaliation<\/a> against political dissenters and <a href=\"https:\/\/www.npr.org\/2021\/03\/04\/947943087\/how-chinas-massive-corruption-crackdown-snares-entrepreneurs-across-the-country\" target=\"_blank\" rel=\"noreferrer noopener\">wealthy private business owners<\/a>.&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-maintaining-the-ccp-s-power-through-economic-reform\">#1: <strong>Maintaining the CCP\u2019s Power Through E<\/strong>c<strong>onomic Reform<\/strong><\/h3>\n\n\n\n<p>According to Rudd, the core of Xi\u2019s vision is retaining control over the CCP, keeping the CCP in power in China, and using Marxist-Leninist ideology to guide the country\u2019s economic policies. Rudd says that because the CCP is rooted in Marxist-Leninist ideology, which prioritizes the economic well-being of the populace, <strong>economic prosperity for the Chinese people is Xi\u2019s primary strategy for keeping himself and the CCP in power.<\/strong>&nbsp;<\/p>\n\n\n\n<p>According to Rudd, the Chinese people will be content with the CCP as long as unemployment stays low, the standard of living continues to rise, and disparities of wealth stay low. If the economy falters, however, Xi and the CCP would face political backlash and risk losing power. Xi\u2019s economic reforms\u2014rooted in these driving forces\u2014are referred to as the New Development Concept (NDC).<\/p>\n\n\n\n<p>Rudd writes that the NDC contributes to tensions with the US because it <strong>differs from American ideology about free market capitalism <\/strong>and because of its direct economic impact on the US.<\/p>\n\n\n\n<p>In contrast, the US culturally venerates and legally protects private enterprises. Rudd suggests that both the US and China fear that the economic ideology of the other could threaten their own by fostering internal political resistance.<\/p>\n\n\n\n<p>In addition to the ideological differences between the two economic models, <strong>Xi\u2019s NDC directly influences the US economy in negative ways<\/strong> (from the US perspective).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">#2: Restoring Chinese Territory by Increasing Military Power<\/h3>\n\n\n\n<p>The next key priority of Xi\u2019s that Rudd discusses is national unification\u2014a goal Xi wants to achieve by restoring and protecting Chinese territories by increasing China\u2019s military power. China wants to maintain its control of Hong Kong, Tibet, Inner Mongolia, and the state of Xinjiang. It also aspires to fully reunify with Taiwan and the Senkaku Islands in Japan. (Shortform note: As of May 2023, China <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2023\/01\/04\/a-roadmap-for-us-china-relations-in-2023\/#:~:text=If%20anything%2C%20China%20in%20the%20coming%20year%20likely,ethnic%20populations%2C%20including%20Xinjiang%2C%20Tibet%2C%20and%20Inner%20Mongolia.\" target=\"_blank\" rel=\"noreferrer noopener\">still has control of Hong Kong, Tibet, Inner Mongolia, and Xinjiang<\/a>.)&nbsp;<\/p>\n\n\n\n<p>This priority escalates tensions with the US because the <strong>US no longer has a major advantage over China in terms of military capability <\/strong>as a result of China\u2019s military upgrades. This limits the US\u2019s ability to reinforce its political interests abroad solely based on its military superiority since China could retaliate.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: Although China\u2019s military has advanced significantly under Xi, some experts argue that<a href=\"https:\/\/www.businessinsider.com\/chinese-military-is-improving-but-us-has-more-combat-experience-2020-7#:~:text=China%27s%20military%20has%20become%20one%20of%20the%20world%27s,but%20the%20US%20still%20has%20one%20big%20advantage\" target=\"_blank\" rel=\"noreferrer noopener\"> it still lags behind the US in terms of experience<\/a> in military combat. On the other hand, some worry about the <a href=\"https:\/\/www.reuters.com\/world\/china\/us-says-chinas-nuclear-buildup-concerning-2021-07-01\/\" target=\"_blank\" rel=\"noreferrer noopener\">increasing size of China\u2019s nuclear arsenal<\/a>.)&nbsp;<\/p>\n\n\n\n<p>Rudd writes that China has been upgrading its military in terms of equipment and training and has been increasing its naval activity in the South and East China Seas to intimidate some of the places (like Taiwan) that it aims to reunify with China. He asserts that China also conducts military patrols in the area to deter US intervention in a potential military conflict.&nbsp;<\/p>\n\n\n\n<p>China has claimed all of these places, but they don\u2019t necessarily want to be part of China. Rudd suggests that although China also uses political and economic strategies to exert control over these territories (which concerns the US for the reasons discussed in the previous section), the strengthening of the Chinese military is particularly troubling to the US.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: In addition to China\u2019s actions in the Pacific and abroad, the US government is increasingly concerned with <a href=\"https:\/\/www.cnn.com\/2023\/02\/09\/politics\/spy-balloon-technology\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">high-altitude surveillance balloons<\/a> in the US and other countries. Experts claim that this type of balloon is capable of intercepting communication signals, posing a security risk for the US.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">#3: Increasing Influence Through Investment and Global Structures<\/h3>\n\n\n\n<p>Xi\u2019s third key priority is increasing China\u2019s global power through investment in developing countries and by influencing global institutions. Rudd says that, through these actions, China is challenging the geopolitical status quo\u2014what he refers to as the \u201cglobal rules-based order\u201d\u2014by becoming a key economic and political player. The components of the geopolitical status quo include things like development models for investing in low-income countries and the rules of governing bodies such as the World Trade Organization (WTO) and the UN.<\/p>\n\n\n\n<p>One key tool for asserting strategic global power is China\u2019s Belt and Road Initiative (BRI), an infrastructure project to revive China\u2019s historic trade relations and increase the country\u2019s economic ties to Europe, the Middle East, and South Asia.&nbsp;<\/p>\n\n\n\n<p>Rudd claims that the BRI contributes to China\u2019s power struggle with the US because the <strong>BRI\u2019s success would place China in a more favorable diplomatic and economic position with countries around the world<\/strong>. This means that China would challenge the US as the most influential nation, and China would be less likely to face international backlash for its actions abroad (like military action against Taiwan) or domestically (such as human rights abuses).&nbsp;<\/p>\n\n\n\n<p>Another aspect of the BRI includes investment in infrastructure (like telecommunications) and business projects throughout the developing world.
