Thanks to this, Russia gained the ability to manipulate several countries by cutting off their supply of gas. <\/p>\n\n\n\n<p>Keep reading for a look at how Russia dominated Europe with energy.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-russia-s-monopolization-of-the-european-energy-trade\"><strong>Russia\u2019s Monopolization of the European Energy Trade<\/strong><\/h2>\n\n\n\n<p><strong>Maddow argues that Russia has deliberately cultivated a European <a href=\"https:\/\/www.shortform.com\/blog\/maturity-continuum-7-habits\/\">dependence<\/a> on <a href=\"https:\/\/www.shortform.com\/blog\/russian-oil-and-gas\/\">Russian oil and gas<\/a><\/strong> and undercut attempts by neighboring countries to develop their own energy industries so they can compete. This dependence has simultaneously boosted the Russian economy and allowed it to advance its foreign policy goals in Eastern Europe; namely, the domination and takeover of Ukraine.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-russia-as-an-energy-superpower\">Russia as an Energy Superpower<\/h3>\n\n\n\n<p>As of the early 2010s, Russia supplied 40% of the European Union\u2019s gas imports and was the sole supplier of gas to many former Soviet satellite states, including Bulgaria, Slovakia, the Baltics, and Ukraine, making Russia a superpower. The extent of this dependence was revealed by the 2006 New Year\u2019s crisis when Gazprom abruptly reduced the amount of gas being pumped through Ukraine to the rest of Europe. Several states declared national emergencies, lacking the power to operate factories or even heat government buildings.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: An <a href=\"https:\/\/www.theguardian.com\/world\/2009\/jan\/11\/russia-ukraine-gas-supplies-dispute\" target=\"_blank\" rel=\"noreferrer noopener\">almost identical event occurred in 2009<\/a>, with Russia once again cutting off its supply to Ukraine and leaving over a dozen European countries without gas. This time the affected countries included Greece, the Czech Republic, Poland, and Serbia. <a href=\"https:\/\/www.reuters.com\/article\/uk-russia-ukraine-gas-slovakia-sb\/slovaks-to-restart-nuclear-unit-due-to-gas-shortage-idUKTRE50923V20090110\" target=\"_blank\" rel=\"noreferrer noopener\">Slovakia had to declare a state of emergency<\/a>.)<\/p>\n\n\n\n<p>As a result, most European states have sought to strengthen their relationship with Russia in the past two decades, seeing it as a necessary ally and a safer alternative to partnerships with OPEC nations in the Middle East. The Nord Stream pipeline, constructed jointly by Germany and Russia with the approval of the European Union, cemented many of these relationships.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: As of early 2023, none of the Nord Stream pipelines are operational. Work on the project was <a href=\"https:\/\/www.reuters.com\/business\/energy\/germanys-scholz-halts-nord-stream-2-certification-2022-02-22\/\" target=\"_blank\" rel=\"noreferrer noopener\">halted in Germany<\/a> following Russia\u2019s 2022 invasion of Ukraine, and several pipelines were <a href=\"https:\/\/www.bbc.com\/news\/world-europe-64877979\" target=\"_blank\" rel=\"noreferrer noopener\">damaged in an explosion<\/a> of unknown cause in September that same year.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-russian-interference-in-ukraine\">Russian Interference in Ukraine<\/h3>\n\n\n\n<p>The extent of this dependence in Eastern Europe in particular has allowed Russia to manipulate the internal policy of certain countries. For example, Ukrainians have been \u201cpunished\u201d for making moves toward joining NATO and the EU by having the cost of gas raised or their supply cut off. These tactics work in combination with mobsterism (Ukrainian politicians have been mysteriously poisoned or arrested on false charges) and Russian-backed puppet leaders, such as former president Viktor Yanukovych, to undermine Ukraine\u2019s independence and give Russia near-total control over Ukraine\u2019s economy.&nbsp;<\/p>\n\n\n\n<p>Maddow argues that Russia\u2019s domination of Ukraine is motivated by both economic advantages and Putin\u2019s Russian nationalism, which sees Ukraine as the historical property of Russia and its independence since 1994 as illegitimate. Repeated attempts by Ukrainians to oppose Russian interference or elect anti-Putin leaders culminated in a series of conflicts in 2014. Russia invaded and annexed the Crimean peninsula a few months later, and in the years since war has continued in eastern Ukraine. <strong>While the annexation of Crimea was widely condemned, Maddow points out that few European nations intervened on Ukraine\u2019s behalf<\/strong>, afraid to jeopardize their relationship with Russia and thus their access to Russian gas.<\/p>\n\n\n\n<p>(Shortform note: By contrast, the February 2022 invasion prompted most of Europe to <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/eu-response-ukraine-invasion\/\" target=\"_blank\" rel=\"noreferrer noopener\">impose sanctions on Russia and pull out of joint deals<\/a>. Ukraine has <a href=\"https:\/\/www.ifw-kiel.de\/topics\/war-against-ukraine\/ukraine-support-tracker\/\" target=\"_blank\" rel=\"noreferrer noopener\">received billions in humanitarian aid, weapons, and combat equipment<\/a> from the European Union and the United States, while Russia has mainly received support from <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/4\/2\/russia-belarus-celebrate-unity-as-war-grinds-on-in-ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">Belarus<\/a> and <a href=\"https:\/\/www.cnn.com\/2022\/10\/15\/europe\/iran-denies-supplying-russia-weapons-ukraine-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">possibly Iran<\/a>. The war is <a href=\"https:\/\/www.bbc.com\/news\/world-europe-56720589\" target=\"_blank\" rel=\"noreferrer noopener\">ongoing as of 2023<\/a>, and it\u2019s currently <a href=\"https:\/\/www.npr.org\/2023\/02\/23\/1158152004\/ukraine-russia-war-nato-europe\" target=\"_blank\" rel=\"noreferrer noopener\">unclear how the balance of power in Europe will shift<\/a> once the conflict ends.)<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-russia-s-american-allies\">Russia\u2019s American Allies<\/h4>\n\n\n\n<p>Maddow claims that both <strong>Russia\u2019s status as an energy superpower and its encroachment on Ukraine would have been impossible without its long-standing partnership with ExxonMobil.<\/strong> While Russia has massive gas and oil reserves, both the equipment and the technology used by Rosneft and Gazprom are decades out of date, and relatively few new wells have been discovered and developed since the end of the Soviet era in 1991.&nbsp;<\/p>\n\n\n\n<p>The Rosneft-ExxonMobil deal signed in 2011 gave ExxonMobil significant tax breaks in exchange for drilling new wells and helping to modernize Russia\u2019s process. Both companies have made an enormous profit from this relationship, and ExxonMobil has fought to maintain it, even in the face of the economic sanctions imposed on Russia by the US and much of Europe in 2014. In fact, ExxonMobil shut down its operations in Russia only after being explicitly ordered to do so by the Obama administration.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: ExxonMobil tried to renew its relationship with Russia in 2016 but was <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2017\/04\/21\/trump-administration-says-it-wont-grant-any-exception-to-russia-sanctions-not-even-to-exxonmobil\/\" target=\"_blank\" rel=\"noreferrer noopener\">denied a waiver from sanctions<\/a> by President Trump. It <a href=\"https:\/\/corporate.exxonmobil.com\/news\/exxonmobil-and-ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">pulled out of Russia entirely<\/a> following the invasion of Ukraine. <a href=\"https:\/\/www.salon.com\/2022\/04\/29\/big-oil-is-intentionally-profiteering-from-the-war-exxon-profits-double-after-putins-invasion_partner\/\" target=\"_blank\" rel=\"noreferrer noopener\">Despite this<\/a>, 2022 was <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-exxon-mobil-corp-business-0de95b8421a658f020717a148a63c9c5\" target=\"_blank\" rel=\"noreferrer noopener\">a year of record profits<\/a> for the company.)<\/p>\n\n\n\n<p>Maddow argues that <strong>the Trump administration was another significant ally to Russian energy<\/strong>, with former ExxonMobil CEO Rex Tillerson serving as Secretary of State for several years. One of President Donald Trump\u2019s first acts in office was to nullify a 2010 law that required American energy companies to publicly report on their dealings with foreign governments. While Trump did not roll back the sanctions, he frequently praised Russia and Putin\u2019s leadership, and Maddow points to evidence that the two leaders may have colluded to secure Trump\u2019s 2016 electoral win.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Trump\u2019s Record on Russia and Energy<\/strong><br><br>Rex Tillerson\u2019s influence in government didn\u2019t last long, as he was <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2019\/01\/why-was-rex-tillerson-fired\/580009\/\" target=\"_blank\" rel=\"noreferrer noopener\">fired from his position in March 2018<\/a> alongside a number of other White House officials. Still, the Trump administration worked continuously to <a href=\"https:\/\/www.brookings.edu\/policy2020\/votervital\/what-is-the-trump-administrations-track-record-on-the-environment\/\" target=\"_blank\" rel=\"noreferrer noopener\">roll back environmental regulations<\/a> and <a href=\"https:\/\/www.americanenergyalliance.org\/2020\/09\/president-trump-has-kept-his-energy-promises-biden-wants-to-undo-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">encourage oil and gas companies in the US to expand<\/a>. Though these moves were condemned by environmentalists, energy companies argued that they would make US energy independence possible\u2014in 2020, the US <a href=\"https:\/\/www.cnn.com\/2022\/03\/15\/politics\/energy-independence-fact-check\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">exported more energy products than it imported<\/a>. Trump\u2019s successor, President Joe Biden, has attempted to reverse some of these policies, <a href=\"https:\/\/www.wri.org\/insights\/biden-administration-tracking-climate-action-progress\" target=\"_blank\" rel=\"noreferrer noopener\">with mixed results<\/a>.&nbsp;<br><br>Trump critics and supporters disagree on how lenient his administration was toward Russia. Some, like Maddow, have <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-42493918\" target=\"_blank\" rel=\"noreferrer noopener\">accused him of trading information with Russia<\/a> during his campaign and <a href=\"https:\/\/www.theguardian.com\/us-news\/2021\/jan\/19\/russia-the-spectre-that-loomed-over-trumps-presidency\" target=\"_blank\" rel=\"noreferrer noopener\">possibly while in office<\/a>. Others point out that his administration <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2018\/09\/25\/on-the-record-the-u-s-administrations-actions-on-russia\/\" target=\"_blank\" rel=\"noreferrer noopener\">imposed a number of new sanctions<\/a> on the country and argue that, if anything, Trump actually <a href=\"https:\/\/foreignpolicy.com\/2021\/01\/05\/trumps-final-foreign-policy-report-card\/\" target=\"_blank\" rel=\"noreferrer noopener\">failed to keep his campaign promise to improve US-Russia relations<\/a>.<\/td><\/tr><\/tbody><\/table><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>Is Russia a superpower?
