The governments of these countries tend to be comparatively young\u2014most are less than a century old\u2014and dependent on their relationships with foreign banks and companies. These largely European and American partners encourage developing governments to exploit their country\u2019s natural resources to compete in the global market but provide little assistance toward diversifying their economies (so that they aren\u2019t at risk of total collapse when a certain product crashes) or developing essential public infrastructure (such as roads, hospitals, schools, and workplaces for locals, like factories).&nbsp;<\/p>\n\n\n\n<p>As a result, while developing countries make a lot of money from selling off their natural resources or access to drill sites for foreign companies, these profits are concentrated in the hands of a few businessmen and government officials. Few jobs are produced by investing in the energy industry, and <a href=\"https:\/\/www.shortform.com\/blog\/quality-of-life-meaning\/\">the quality of life<\/a> for the average citizen remains low.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-oil-curse-in-equatorial-guinea\"><strong>The Oil Curse in Equatorial Guinea<\/strong><\/h3>\n\n\n\n<p>Maddow\u2019s example of a country afflicted by the curse is Equatorial Guinea, which has been exploited by American energy companies like Marathon, Hess, and ExxonMobil since the 1980s. <strong>Despite being one of the richest countries in Africa today, the quality of life for Equatorial Guinea is low<\/strong>, with nearly 80% of its citizens living in poverty. President Teodoro Obiang Nguema Mbasogo, an authoritarian who has been in power since 1979, is widely accused of embezzlement and taking bribes, alongside human rights abuses.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: While Equatorial Guinea has the <a href=\"https:\/\/www.imf.org\/en\/Publications\/WEO\/weo-database\/2022\/April\/\" target=\"_blank\" rel=\"noreferrer noopener\">highest GDP per capita in Africa as of 2021<\/a>, it ranks low on the Human Development Index, which measures life expectancy, level of education, and average income. In the 2021-22 report, it was listed <a href=\"https:\/\/hdr.undp.org\/system\/files\/documents\/global-report-document\/hdr2021-22pdf_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">145th out of 196 countries<\/a>, behind most of North Africa as well as Ghana, Namibia, Botswana, and South Africa. It also frequently <a href=\"https:\/\/freedomhouse.org\/country\/equatorial-guinea\" target=\"_blank\" rel=\"noreferrer noopener\">ranks low on human rights assessments<\/a>, with Human Rights Watch describing the country as being \u201cplagued\u201d by \u201c<a href=\"https:\/\/www.hrw.org\/africa\/equatorial-guinea\" target=\"_blank\" rel=\"noreferrer noopener\">corruption, poverty, and repression<\/a>.\u201d)<\/p>\n\n\n\n<p>Maddow suggests that Obiang is an attractive business partner to foreign energy companies since they can easily negotiate with him without having to worry about environmental regulations or local competition. Maintaining a good relationship with a dictator can also result in special deals\u2014for example, while other countries require American oil drillers to share over half of their profits with the local government, Obiang\u2019s government asks for less than a third of ExxonMobil\u2019s profits. Though US federal investigations of Obiang have turned up evidence of corruption, the US government officially maintains a positive relationship with the country, even paying for an independent mercenary group to help protect its oil production facilities in 2010.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: Despite criticism\u2014which intensified following a <a href=\"https:\/\/www.state.gov\/on-the-elections-in-equatorial-guinea\/\" target=\"_blank\" rel=\"noreferrer noopener\">2022 sham election<\/a> in which Obiang retained the presidency with <a href=\"https:\/\/www.africanews.com\/2022\/11\/27\/worlds-longest-serving-teodoro-obiang-wins-6th-term-in-equatorial-guinea\/\/\" target=\"_blank\" rel=\"noreferrer noopener\">over 90% of the vote<\/a>\u2014the US maintains a <a href=\"https:\/\/www.shortform.com\/blog\/strong-relationship\/\">strong relationship<\/a> with Equatorial Guinea in order to continue extracting its oil and prevent it from <a href=\"https:\/\/foreignpolicy.com\/2022\/10\/17\/equatorial-guinea-teodoro-obiang-us-foreign-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">finding an alternative ally in China<\/a>. This is consistent with US policy toward other oil-producing nations accused of violating human rights and international law. For example, the US has repeatedly <a href=\"https:\/\/www.nbcnews.com\/news\/world\/us-moves-shield-saudi-crown-prince-killing-journalist-jamal-khashoggi-rcna57817\" target=\"_blank\" rel=\"noreferrer noopener\">defended Saudi Arabia<\/a> against claims that Crown Prince Mohammed bin Salman <a href=\"https:\/\/www.aljazeera.com\/news\/2021\/2\/26\/timeline-of-the-murder-of-journalist-jamal-khashoggi\" target=\"_blank\" rel=\"noreferrer noopener\">personally ordered the assassination of a dissident journalist<\/a> in 2018.)<\/p>\n\n\n\n<p>Maddow argues that even if Obiang was removed from power, the country\u2019s total <a href=\"https:\/\/www.shortform.com\/blog\/maturity-continuum-7-habits\/\">dependence<\/a> on oil makes it unstable and prone to further exploitation by foreign companies. Since drill sites require more specialized equipment than manpower, the industry provides only a limited number of jobs for locals, and the equipment isn\u2019t easily repurposed for other industries. In fact, oil drilling makes it harder for other industries to grow by seizing large swaths of land and damaging them to the extent that they can\u2019t be used for agriculture or as building sites. <strong>The only way for Equatorial Guinea to escape the <a href=\"https:\/\/www.shortform.com\/blog\/natural-resource-curse-2\/\">resource curse<\/a> is to diversify its economy by investing in other industries<\/strong>.<\/p>\n\n\n\n<p>(Shortform note: In contrast to Equatorial Guinea, the most stable and prosperous countries on the African continent tend to be parliamentary democracies with mixed economies. Egypt has a <a href=\"https:\/\/egypt.un.org\/en\/about\/about-the-un\" target=\"_blank\" rel=\"noreferrer noopener\">significant international presence<\/a> and a <a href=\"https:\/\/www.trade.gov\/country-commercial-guides\/egypt-market-overview\" target=\"_blank\" rel=\"noreferrer noopener\">diverse economy<\/a>, profiting from oil alongside its agriculture, manufacturing, and tourism sectors. While South Africa still <a href=\"https:\/\/www.worldbank.org\/en\/country\/southafrica\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">struggles with poverty and unemployment<\/a>, it has <a href=\"https:\/\/www.dbsa.org\/article\/widespread-economic-benefits-infrastructure-development\" target=\"_blank\" rel=\"noreferrer noopener\">well-developed infrastructure<\/a> including roads and trains, strong <a href=\"https:\/\/www.iea.org\/countries\/south-africa\" target=\"_blank\" rel=\"noreferrer noopener\">mining and energy sectors<\/a>, and is one of the <a href=\"https:\/\/www.trade.gov\/knowledge-product\/south-africa-information-technology\" target=\"_blank\" rel=\"noreferrer noopener\">most technologically advanced countries in Africa<\/a>.)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-oil-curse-in-russia-and-america\"><strong>The Oil Curse in Russia and America<\/strong><\/h3>\n\n\n\n<p>While the United States and Russia don\u2019t suffer from the oil curse to the same extent as Equatorial Guinea, <strong>Maddow argues that corruption and a focus on energy production at the expense of other industries still have a negative impact on these countries\u2019 economies.<\/strong> While energy magnates have become billionaires over the past few decades, the quality of life for people living near oil or gas sites has stagnated or declined.&nbsp;<\/p>\n\n\n\n<p>Even as Russia has become one of the primary energy producers in the world and the main supplier of gas to Europe, death and disease rates are high, the average household income is less than half that of other energy-producing countries like Norway and Saudi Arabia, and public infrastructure like roads remains underdeveloped in many cities. In the United States, while some states have used the profits from the energy industry to pay off debts and improve public services, others\u2014such as Oklahoma\u2014have given energy companies significant tax breaks even while a lack of tax revenue has meant the closure of schools and reduction in safety services that could save lives.&nbsp;<\/p>\n\n\n\n<p>(Shortform note: While oil and gas companies often claim to benefit their local community by being \u201cjob creators,\u201d the truth of this is debated. Some studies suggest that the energy industry <a href=\"https:\/\/www.api.org\/news-policy-and-issues\/american-energy\/energy-builds-america-jobs-economy-environment-all-50-states\" target=\"_blank\" rel=\"noreferrer noopener\">supports millions of workers in the US alone<\/a> and grew by the <a href=\"https:\/\/www.brookings.edu\/blog\/jobs\/2012\/06\/01\/the-role-of-oil-and-gas-in-driving-job-growth\/\" target=\"_blank\" rel=\"noreferrer noopener\">tens of thousands in the 2010s<\/a>. Others agree with Maddow that these numbers are <a href=\"https:\/\/inthesetimes.com\/article\/fossil-fuel-fracking-climate-action-labor-union-jobs\" target=\"_blank\" rel=\"noreferrer noopener\">low compared to other industries<\/a> and, as a whole, energy production <a href=\"https:\/\/www.commondreams.org\/news\/2022\/01\/26\/new-analysis-exposes-bogus-job-creation-claims-fossil-fuel-industry\" target=\"_blank\" rel=\"noreferrer noopener\">depends on machinery and up-front investment<\/a> rather than manpower. Interestingly, a 2022 US Department of Energy report suggests that while employment in the industry <em>is <\/em>growing, most of these jobs are <a href=\"https:\/\/www.energy.gov\/articles\/doe-report-finds-energy-jobs-grew-faster-overall-us-employment-2021\" target=\"_blank\" rel=\"noreferrer noopener\">in the production of clean energy<\/a> rather than in oil or gas.)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the oil curse?
