Some of these measures\u2014which basically amount to environmental colonialism\u2014do more harm than good.<\/p>\n\n\n\n<p>Keep reading for Shellenberger&#8217;s attempt to bring some level-headedness into the midst of panic.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-environmental-colonialism\">Environmental Colonialism<\/h2>\n\n\n\n<p>Any solution to climate change is doomed to fail if it doesn\u2019t account for the human variable. Shellenberger argues that first-world countries are shifting the burden of managing the climate onto nations in the developing world in a form of environmental colonialism. Damaging deforestation in places such as Brazil and the Congo is simply the result of people trying to survive, while environmental groups and international organizations counterproductively hold back modernization and make enemies of the farmers in those countries whom they should really be courting as allies.<\/p>\n\n\n\n<p>(Shortform note: In <a href=\"https:\/\/www.shortform.com\/app\/book\/false-alarm\/1-page-summary\" target=\"_blank\" rel=\"noreferrer noopener\"><em>False Alarm<\/em><\/a>, Bjorn Lomborg argues that the <a href=\"https:\/\/www.shortform.com\/blog\/economic-effects-of-climate-change\/\">economic impact of climate change<\/a> should be of greater concern than it\u2019s given. <a href=\"https:\/\/www.shortform.com\/app\/book\/false-alarm\/1-page-summary#gross-domestic-product-the-proxy-for-prosperity\" target=\"_blank\" rel=\"noreferrer noopener\">Using Gross Domestic Product (GDP) as a yardstick to measure general prosperity<\/a>, Lomborg calculates that current rates of climate change could result in <a href=\"https:\/\/www.shortform.com\/app\/book\/false-alarm\/1-page-summary#the-real-cost-of-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">a global drop in GDP of 4% by the end of the century<\/a>. This impact, he argues, would represent a worldwide decline in health, happiness, and overall well-being. Since this downward turn will be disproportionately felt by poorer countries, <a href=\"https:\/\/www.shortform.com\/app\/book\/false-alarm\/1-page-summary#cultivate-economic-growth\" target=\"_blank\" rel=\"noreferrer noopener\">Lomborg recommends spurring economic growth<\/a> to help people in the developing world adapt to the environmental changes of the future.)<\/p>\n\n\n\n<p>Life in many countries is hard and hand to mouth. Logging and farming are how people survive and are the only ways for many families to lift their children out of poverty. Deforestation is caused by economic necessity, not \u201cevil corporations\u201d burning rainforests out of greed. Shellenberger says that <strong>what\u2019s needed in these countries are modern agricultural techniques that will allow them to produce more food on less land<\/strong>. There is precedent for this in the United States\u2014the Tennessee Valley Authority was created during the <a href=\"https:\/\/www.shortform.com\/blog\/great-depression-and-the-new-deal\/\">Great Depression<\/a> to bring hydroelectric power and modernized agriculture to impoverished farmers, vastly improving their standard of living while enabling economic growth and education.<\/p>\n\n\n\n<p>(Shortform note: The Tennessee Valley Authority (TVA) is one of a handful of <a href=\"https:\/\/www.publicpower.org\/policy\/us-federal-power-program\" target=\"_blank\" rel=\"noreferrer noopener\">federally owned electric utilities in the US<\/a>. Despite its goal of bringing the Tennessee region out of poverty, <a href=\"https:\/\/www.history.com\/topics\/great-depression\/history-of-the-tva\" target=\"_blank\" rel=\"noreferrer noopener\">it was strongly opposed by other utilities for its ability to undercut their profits<\/a>. In addition to hydropower, the modern TVA has <a href=\"https:\/\/www.tva.com\/energy\/our-power-system\/nuclear\" target=\"_blank\" rel=\"noreferrer noopener\">nuclear power<\/a>, <a href=\"https:\/\/www.tva.com\/energy\/our-power-system\/renewables\" target=\"_blank\" rel=\"noreferrer noopener\">renewables<\/a>, and fossil fuel plants, one of which was the site of <a href=\"https:\/\/www.nationalgeographic.com\/environment\/article\/coal-other-dark-side-toxic-ash\" target=\"_blank\" rel=\"noreferrer noopener\">a massive coal ash spill in 2008<\/a>. Nevertheless, the TVA pioneered land-use practices and technologies that have since been used to <a href=\"https:\/\/archive.knoxnews.com\/news\/local\/tvas-legacy-region-rose-from-poverty-to-prosperity-ep-411654291-359898501.html\/\" target=\"_blank\" rel=\"noreferrer noopener\">improve agriculture and living conditions<\/a> in impoverished areas throughout the world.)<\/p>\n\n\n\n<p>However, that\u2019s not what\u2019s taking place today. Instead, environmental organizations are actively pushing against efficient, concentrated <a href=\"https:\/\/www.shortform.com\/blog\/what-is-industrial-farming\/\">industrial farming<\/a> in favor of small, local farms that produce less food while, in the aggregate, using far more land. Hand-in-hand with this drag on agricultural progress is pressure for these countries to forego efficient and cheap electric power in favor of land-intensive renewables. The American and European groups insisting on these measures are trying to enforce low levels of power consumption in poor countries that they\u2019re unable or unwilling to attempt in the developed world. Meanwhile, by glamorizing the \u201csimple agrarian life,\u201d they ignore the harsh economic realities of the people who actually live it.<\/p>\n\n\n\n<p>Even simple farming life loses its shine when farmers need access to land that Western environmentalists want to protect. Shellenberger writes that, in Africa, whole groups of people were displaced when their farms and villages were made part of national parks. The conservation programs responsible financially compensate the countries for their land and provide some income in the form of ecotourism, but that rarely trickles down to those who lose their homes. Instead, the result is animosity between the people who live in an area and the organizations trying to protect it. Though they could have been treated as allies, local residents become enemies of the conservation effort and sometimes actively fight against it.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Environmental Colonialism, Environmental Justice<\/strong><br><br>Other authors in addition to Shellenberger have accused the US and Europe of <a href=\"https:\/\/www.jstor.org\/stable\/24562597\" target=\"_blank\" rel=\"noreferrer noopener\">imposing their environmental agendas on other countries<\/a> instead of working in cooperation with native populations. Recognizing <a href=\"https:\/\/storymaps.arcgis.com\/stories\/193e1faf0a3a46718bc3578b2e71d3d6\" target=\"_blank\" rel=\"noreferrer noopener\">the negative ecological impact that colonialism has had in the past<\/a>, some Western governments <a href=\"https:\/\/www.newsweek.com\/welcome-new-era-environmental-colonialism-opinion-1763521\" target=\"_blank\" rel=\"noreferrer noopener\">offer financial reparations while blocking access to vital energy technology<\/a>. Such actions may only widen the socioeconomic gap between the richest nations and the poorest. Meanwhile, concerns about the environmental impact of rising population numbers in the Third World have led some to propose measures to <a href=\"https:\/\/www.sciencedaily.com\/releases\/2019\/06\/190626125041.htm\" target=\"_blank\" rel=\"noreferrer noopener\">restrict population growth in developing countries<\/a>\u2014measures that wouldn\u2019t be applied to richer nations.<br><br>To counter environmental colonialism, there is <a href=\"https:\/\/greenaction.org\/what-is-environmental-justice\/\" target=\"_blank\" rel=\"noreferrer noopener\">a growing movement toward environmental justice<\/a>, the idea that no national, ethnic, or cultural group should pay a disproportionate cost for the <a href=\"https:\/\/www.shortform.com\/blog\/side-effects-of-global-warming\/\">effects of climate change<\/a> or conservation. In terms of environmental equity, it follows that <a href=\"https:\/\/www.humanrightspulse.com\/mastercontentblog\/environmentalism-and-the-legacy-of-colonialism\" target=\"_blank\" rel=\"noreferrer noopener\">countries and organizations that bear the most responsibility for environmental damage should shoulder the burden of correcting it<\/a>.
