Some disagree, saying the change is already happening and we should focus on the benefits of AI.<\/p>\n\n\n\n<p>Read on to learn whether a pause in AI development is feasible or unrealistic, based on experts&#8217; varied viewpoints.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-ai-development-pause-debate\">The AI Development Pause Debate<\/h2>\n\n\n\n<p>On March 28, more than 1,000 technology and academic leaders, including Tesla and Twitter head Elon Musk and Apple co-founder Steve Wozniak signed a <a href=\"https:\/\/futureoflife.org\/open-letter\/pause-giant-ai-experiments\/\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> calling for a six-month AI development pause to assess the risks that powerful artificial intelligence technologies may pose to society. Signatories argue that AI capacities are growing so big, so fast, that even the technology\u2019s creators don\u2019t fully understand and can\u2019t predict or control it. With no meaningful <a href=\"https:\/\/www.shortform.com\/blog\/regulation-of-ai\/\">regulation of AI<\/a> systems in the US, it\u2019s unclear whether humans can rein it in or adequately respond to the fallout of the technology\u2019s potentially harmful actions\u2014which could have catastrophic consequences for the nation.\u00a0<\/p>\n\n\n\n<p>What is AI? Why are Musk and other leaders calling for a pause in the development of powerful forms of the technology? Should AI development be allowed to continue at full throttle? We\u2019ll examine varied experts\u2019 viewpoints on these questions.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-background-nbsp\">Background&nbsp;<\/h3>\n\n\n\n<p>Before we examine why some are calling for a pause in the development of AI technologies, let&#8217;s explore a brief history of AI and how it has developed so rapidly. Artificial Intelligence tries to simulate or replicate human intelligence in machines. The drive to create intelligent machines dates back to <a href=\"https:\/\/builtin.com\/artificial-intelligence\" target=\"_blank\" rel=\"noreferrer noopener\">a 1950 paper by mathematician Alan Turing<\/a>, which proposed the <a href=\"https:\/\/www.techtarget.com\/searchenterpriseai\/definition\/Turing-test\" target=\"_blank\" rel=\"noreferrer noopener\">Turing Test<\/a> to determine whether a computer should be deemed intelligent based on how well it fools humans into thinking it\u2019s human. While some researchers and scholars debate whether AI has passed the Turing Test, others argue that the test isn\u2019t meaningful because <a href=\"https:\/\/www.scientificamerican.com\/article\/the-search-for-a-new-test-of-artificial-intelligence\/\" target=\"_blank\" rel=\"noreferrer noopener\">simulating intelligence isn\u2019t the same as <em>being<\/em> intelligent<\/a>.<\/p>\n\n\n\n<p>Artificial intelligence has developed considerably since Turing&#8217;s time, moving from basic machine learning, in which computers remember information (the items in stock at a particular store, for example) without being programmed, to \u201c<a href=\"https:\/\/www.forbes.com\/sites\/bernardmarr\/2018\/10\/01\/what-is-deep-learning-ai-a-simple-guide-with-8-practical-examples\/?sh=689c5d508d4b\" target=\"_blank\" rel=\"noreferrer noopener\">deep learning<\/a>.\u201d The latter uses artificial neural networks, or <a href=\"https:\/\/www.coursera.org\/articles\/ai-vs-deep-learning-vs-machine-learning-beginners-guide\" target=\"_blank\" rel=\"noreferrer noopener\">layers of algorithms mimicking the brain\u2019s structure<\/a>, to process and learn from vast amounts of data. <a href=\"https:\/\/www.npr.org\/2022\/06\/16\/1105552435\/google-ai-sentient\" target=\"_blank\" rel=\"noreferrer noopener\">Google describes its AI technology as a neural network.<\/a><\/p>\n\n\n\n<p>These two applications of computer learning may produce either \u201cweak\u201d AI or \u201cstrong\u201d AI, also known as <em><a href=\"https:\/\/www.shortform.com\/blog\/is-agi-possible\/\">Artificial General Intelligence<\/a> (<a href=\"https:\/\/www.shortform.com\/blog\/what-is-artificial-general-intelligence-agi\/\">AGI<\/a>)<\/em>. Examples of <a href=\"https:\/\/www.shortform.com\/blog\/what-is-narrow-ai\/\">weak AI<\/a> are typical chatbots, spam filters, virtual assistants, and self-driving cars. <strong>We haven\u2019t achieved AGI\u2014artificial intelligence that can learn and perform every cognitive task a human can<\/strong>. Many AI experts consider AGI the <a href=\"https:\/\/builtin.com\/artificial-intelligence\" target=\"_blank\" rel=\"noreferrer noopener\">holy grail<\/a> and agree that it\u2019s not on the current horizon. However, it\u2019s increasingly imaginable:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dr. David Ferrucci, who helped build the Watson computer that won at <em>Jeopardy!<\/em> In 2011, heads a start-up that\u2019s <a href=\"https:\/\/www.nytimes.com\/2022\/08\/28\/business\/ai-artificial-intelligence-david-ferrucci.html\" target=\"_blank\" rel=\"noreferrer noopener\">working to combine the vast data processing capability of Watson and its successors with software that mimics human reasoning<\/a>. This hybrid type of AI would not only make suggestions, but also be able to explain how it arrived at the suggestions. Ferrucci says this would position computers to work collaboratively on tasks with people. Businesses are already applying some of the nascent technology.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Some experts assert that <a href=\"https:\/\/www.nytimes.com\/2022\/08\/24\/technology\/ai-technology-progress.html?searchResultPosition=4\" target=\"_blank\" rel=\"noreferrer noopener\">we\u2019re experiencing a \u201cgolden decade\u201d of accelerating advances in AI<\/a>. An analyst recently raised her estimation of AI\u2019s chances of transforming society by 2036. Instead of a 15% chance, Ajeya Cotra now sees a 35% chance of such transformation (for instance, eliminating the need for knowledge workers) in that timeframe.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">OpenAI &amp; ChatGPT<\/h4>\n\n\n\n<p>In November, <a href=\"https:\/\/openai.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenAI<\/a>, a research and development company, released ChatGPT\u2014an intelligent chatbot technology that offers human-like responses to nearly any question asked\u2014sparking a <a href=\"https:\/\/www.wsj.com\/articles\/bill-gates-says-artificial-intelligence-is-the-most-revolutionary-technology-in-decades-75fb8562\" target=\"_blank\" rel=\"noreferrer noopener\">frantic race<\/a> among AI developers to create rival technologies, including Microsoft (<a href=\"https:\/\/www.bing.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bing<\/a>) and Google (<a href=\"https:\/\/bard.google.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bard<\/a>).&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-view-1-yes-slow-down-ai-development\">View #1: Yes, Slow Down AI Development<\/h3>\n\n\n\n<p>Some experts agree with Musk that AI creators should pause the development of more powerful forms of AI because:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Humans <\/strong><a href=\"https:\/\/thehill.com\/opinion\/technology\/3935557-artificial-intelligence-beware-the-tech-imperative\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>can\u2019t control it<\/strong><\/a>. AI knowledge grows exponentially with each new iteration, and even the technology\u2019s creators don\u2019t fully understand the processes that enable it to arrive at mind-bending conclusions, making managing it near impossible. This could be disastrous if, for example, an autonomous weapon makes a decision\u2014one that\u2019s mistaken\u2014faster than the human charged with controlling it can understand and react.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>It can manipulate human thinking and behavior<\/strong>. AI is already capable of <a href=\"https:\/\/factcheck.afp.com\/doc.afp.com.33BZ68V\" target=\"_blank\" rel=\"noreferrer noopener\">altering images<\/a> in convincing ways that risk provoking harmful human, social, and political responses. Left to run amok, it could produce <a href=\"https:\/\/theconversation.com\/i-used-to-work-at-google-and-now-im-an-ai-researcher-heres-why-slowing-down-ai-development-is-wise-202944\" target=\"_blank\" rel=\"noreferrer noopener\">large-scale disinformation<\/a>, hack computer systems that control critical infrastructure, and increase phishing attacks.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>It\u2019s <\/strong><a href=\"https:\/\/www.nytimes.com\/2023\/03\/29\/technology\/ai-chatbots-hallucinations.html\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>fallible<\/strong><\/a>. The technology makes mistakes, hallucinates (gives factually incorrect, irrelevant or nonsensical answers), and produces racist, sexist, and biased responses.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The US <\/strong><a href=\"https:\/\/thehill.com\/opinion\/technology\/3935557-artificial-intelligence-beware-the-tech-imperative\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>lacks AI-specific laws and regulations<\/strong><\/a>. Compared with the EU and China, which have developed comprehensive legal and regulatory frameworks for AI, the US lags woefully behind, with no national privacy law, a mere proposal from the White House for an AI Bill of Rights, and a set of reactive, patchwork responses to AI-related problems.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-view-2-no-don-t-slow-down-ai-development-nbsp-nbsp\">View #2: No, Don\u2019t Slow Down AI Development&nbsp;&nbsp;<\/h3>\n\n\n\n<p>Other experts disagree with the proposal to pause the development of AI technologies, in part because<strong> there\u2019s <\/strong><a href=\"https:\/\/www.forbes.com\/sites\/anafaguy\/2023\/04\/04\/bill-gates-rejects-pause-on-ai-suggesting-its-impractical\/?sh=23c57a197cd3\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>no feasible way<\/strong><\/a><strong> to enforce a global slowdown and doing so wouldn\u2019t resolve AI-related challenges coming down the pike anyway<\/strong>. As a result, we should embrace forward movement and the positives that come with AI development, which offers the potential to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Improve global health and education access<\/strong>. Bill Gates, co-founder of Microsoft (which made a <a href=\"https:\/\/fortune.com\/2023\/03\/22\/bill-gates-elon-musk-chatgpt-openai-artificial-intelligence-ai-technology-breakthrough-personal-computing-revolution\/\" target=\"_blank\" rel=\"noreferrer noopener\">multi-billion dollar investment<\/a> in OpenAI and is developing its own AI technology) says his foundation will use AI to <a href=\"https:\/\/www.forbes.com\/sites\/anafaguy\/2023\/04\/04\/bill-gates-rejects-pause-on-ai-suggesting-its-impractical\/?sh=23c57a197cd3\" target=\"_blank\" rel=\"noreferrer noopener\">help the world\u2019s most vulnerable<\/a>.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.wsj.com\/articles\/bill-gates-says-artificial-intelligence-is-the-most-revolutionary-technology-in-decades-75fb8562\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Liberate people<\/strong><\/a><strong> to engage positively with the world in ways the technology can\u2019t<\/strong>. Gates argues that AI will support vital, socially <a href=\"https:\/\/www.shortform.com\/blog\/fulfilling-work\/\">valuable work<\/a> (like scientists\u2019 development of vaccines) and free people of cumbersome tasks (like reviewing emails and scheduling meetings, giving them more time to spend on meaningful activities, like caring for patients and the elderly.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-what-s-next\">What\u2019s Next?<\/h3>\n\n\n\n<p>Some say that without a pause in the development of these AI systems, continuing to release more powerful AI technology to the public before creators can understand and manage them not only <a href=\"https:\/\/www.businessinsider.com\/elon-musk-steve-wozniak-are-right-ai-slow-down-2023-3\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>won\u2019t improve the technology<\/strong><\/a><strong>, it guarantees a world of chaos and Whac-A-Mole problems that will demand developers\u2019 constant attention to fix<\/strong>.<\/p>\n\n\n\n<p>Finally, some argue that a six-month pause in AI development likely <a href=\"https:\/\/www.vox.com\/future-perfect\/2023\/3\/29\/23660833\/ai-pause-musk-artificial-intelligence-moratorium-chatgpt-gpt4\" target=\"_blank\" rel=\"noreferrer noopener\">isn\u2019t enough time<\/a> for US legislators to put meaningful, AI-specific guardrails in place given their lack of AI expertise and the technology\u2019s potential for rapid, explosive growth.
